Talents play a more and more important role in the progress of science and technology and social development.In recent years,with our country entering the decisive stage of a well-off society in an all-round way,the problem of excellent talent team plays a vital role in China’s development work.At present,all localities also attach great importance to the construction of talent team,and introduce policies to attract outstanding talents,which triggered the "people’s war".It can be seen that the rationality and effectiveness of talent policy have been paid more and more attention,and the formulation of effective talent policy is the basis of talent work in all regions and cities.Because the strategic emerging industries in Qingpu District of Shanghai(hereinafter referred to as Q District)have a high demand for high-level talents,and the current talent policy has many problems,such as lack of pertinence,operation and attraction,which leads to the continuous high trend of talent flow,which is not conducive to the transformation and upgrading of strategic emerging industries in the region.Therefore,optimizing the talent policy and gathering more high-level talents to invest in local strategic emerging industries have certain research value and practical significance for promoting regional leapfrog development.This paper takes one of the industries with high dependence on high-level talents: strategic emerging industries as the entry point,Q District talent policy effect as the research environment,and high-level talents in Xihongqiao Beidou Industrial Park(hereinafter referred to as BD Industrial Park)as the evaluation subject and research object,using talent agglomeration theory.The evaluation theory of public policy are used as the analysis models to make qualitative and quantitative analysis of the current talent policy.On the one hand,through combing the current situation of strategic emerging industries in Q District,the relevant personnel policies and comparing with the horizontal areas,this paper analyzes the current talent policies,including talent introduction policy,talent incentive policy,talent apartment policy and other problems.At the same time,we compiled questionnaires for overseas residents and returnees in BD Industrial Park,and conducted 200 random samples to collect the attitudes and preferences of talents engaged in strategic emerging industries towards the implementation effect of the current talent policy and to optimize suggestions.And select the representative objects in BD industrial park,especially the scientific and technological workers and managers,to conduct supplementary interviews,from which we can extract the implementation status and dilemma of talent policy.According to the "questionnaire on talent policy of strategic emerging industries in Q district",the demand for high-level talents,especially technical talents,is very large in the current strategic emerging industries.About half of the talents in Q district are not supported enough,which proves the necessity of this study.Most of the respondents think that the main problems of talent policy in Q district are lack of modern means of talent publicity and interpretation,insufficient publicity of relevant policies,tedious application procedures,and insufficient optimization of supporting facilities around talent apartments.Through the analysis,it is concluded that the current problems of talent policy mainly include that the admission threshold of talent policy is too high,the talent introduction and training policy needs to be adjusted and improved.The corresponding suggestions for talent policy optimization are as follows: we should further deepen the concept of "talent strong area",fully promote the implementation of existing talent policy and get effective results,gradually improve the comprehensive development environment of regional talents,and actively explore and innovate the system and mechanism of regional talent work. |
