In recent years,overseas talent introduction has gradually become the focus of the central and local talent introduction work under the guidance of the strategy of reinvigorating China through talents and science and education.In order to meet the needs of regional high-quality development and higher education development for talents,Guangxi has implemented a series of high-level talent policies,providing strong intellectual support for local economic and social development.Guangxi ’ s " One Hundred Person Project in Universities " is an overseas high-level talent introduction policy,launched in2013 and implemented for seven years.It is of great theoretical and practical significance to reflect on the policy effect of Guangxi ’ s " One Hundred Person Project in Universities."Based on human capital theory,push-pull theory and incentive theory,this paper uses literature research method,comparative analysis method and factor analysis method to make an empirical study on the effect of the implementation of the Guangxi ’ s " One Hundred Person Project in Universities." This paper sorts out the introduction policy of high-level talents in Guangxi and the overview of the " One Hundred Person Project in Universities,”and constructing four-dimensional(policy indirect input,policy indirect output,policy direct input,policy direct output)policy evaluation indicators from two levels of policy direct and indirect effects System,using factor analysis method to measure the effect score of this policy,and conduct a comparative analysis.The study found that Guangxi’s " One Hundred Person Project in Universities " has a relatively good effect,with significant net benefits and an increasing trend;The personal knowledge spillover effect and personal scientific research output of 148 candidates gradually increased;The total personal scientific research scores of the first four batches of overseas talents who have completed their employment period have basically shown an upward trend.The third batch of personal knowledge spillover scores reached a high point,and the policy incentives have been significant.However,Guangxi’s " One Hundred Person Project in Universities " still has problems such as the lack of distinctive characteristics of overseas talent introduction policies,the need to optimize the structure of overseas high-level talent teams,and the imbalance of input and output of overseas talent introduction policies.Based on this,this article proposes optimization policy recommendations from four aspects: innovative talent policy,strengthening of soft power,scientific allocation of resources,and improvement of the evaluation system,in order to enhance the implementation effect of Guangxi’s " One Hundred Person Project in Universities ",enhance the attractiveness of Guangxi’s overseas talent attraction policy and gather more innovative talents. |
