Talent is fundamental to the development of a country, and also a key factor for Zhejiang Province to obtain a leading position in the Yangtze River Delta region. With the increasing demand for high-level talents in the knowledge-based economy, global talent shortage began to appear, leading to an increasing fierce global com-petition for talents in the worldwide. China has the world’s largest reserves of potential overseas intellectual resources. In2008, central government implemented the "Thousand Talents Program" formally, Zhejiang Province responded positively to the national call. Then the government of Zhejiang Province carried out a number of talent introduction plans and achieved good results. But with the increasingly fierce competition between local governments, the introduction of high-level overseas talent in Zhejiang Province suffered from lots of difficulties. It is urgent to bring forth a new model and expand the scale of talents introduction, so as to provide high-level talents to support economic and social transformation of Zhejiang province.The entry point of this paper is the relevant theory of talents introduction, the author studied human capital theory, motivation theory, theory of the flow of talents, the talents operation mechanism of talent market and the failure of talent market theory. Then the author analyzed the reasons for high-level overseas talents to move from one country to another and worked for finding out the theory basis to solve the bottlenecks in high-level overseas talents introduction in Zhejiang province. The objects of this study are the three high-level overseas talents introduction modes in the Yangtze River Delta region. The author of the paper visited the successful bases of talents introduction in Jiangsu, Zhejiang and Shanghai and learned the outstanding achievements and experience of these three places in the process of high-level overseas talents introduction. Then the paper conducted an in-depth analysis on the results achieved and bottleneck in the work of high-level overseas talents introduction in Zhejiang province. At the same time, the author learned from the developed and emerging developing countries in the excellent experience of talents introduction and maintaining, and formulated plans and proposals for Zhejiang province to develop a reasonable talents introduction mode to realize the transformation and upgrading of economy and society.
