| Comprehensive improvement of the quality of higher education is a lofty strategic task entrusted by the state.In recent years,China’s higher education has achieved leapfrog growth under the common effect of connotation development and extension development.However,the extension development has been unable to meet the stage requirements of higher education,the requirements on driving force of economic and social development,and also unable to respond to the people’s expectations for high-quality education when the higher education entered the popular stage.As the core part of the higher education system,the full-time undergraduate college is adjusting its development strategy and turning to the connotation development strategy with quality improvement as the goal.However,some full-time undergraduate colleges and universities shake the connotation development strategy due to the influence of internal and external factors,and they return to the extension development path with the expansion of school scale as the main way.Therefore,how to enhance the development steadfastness and stick to the connotation development has become an important issue for the development of full-time undergraduate colleges and universities in the new era.Steadfastness is the confidence,will and perseverance to stick to the development intention and goal.The steadfastness of connotation development is to adhere to the strategic self-confidence and strong will of connotation development.As a kind of comprehensive ability,the connotation development ability of colleges and universities is not invariable,but the calm and tenacity based on scientific planning ability and strategic execution ability.The full-time undergraduate colleges and universities with strategic steadfastness show reasonable and clear development orientation,specific development path and persistent development strategy.However,some universities lack of strategic commitment in practice,showing the lack of adherence to the connotation development strategy,the different degrees of enthusiasm for the scale of output,and the maintaining of homogeneity of development goals.Some full-time undergraduate colleges and universities lack connotation development steadfastness,which is complicated and diversified due to the common effect of internal and external factors.From the internal perspective,the main reasons are the interest game among the main bodies within the institutions,the formation mechanism of the development concept is diversified,the decline of academic power,the relatively slow effect of educational reform and the increasing internal expectation anxiety.From the external perspective,the main reasons include the influence of the distribution and distribution mechanism of social resources,the left-right mechanism of social identity and the guidance of third-party evaluation institutions.Based on the value,goals,problems and causes of connotation development steadfastness of full-time undergraduate colleges and universities,the current present reform and innovation shall focus on the point as follows: cultivate the determination of connotation development of full-time undergraduate colleges and universities by firming the way of connotation development,strengthening institutions strategic stability,respecting the rule of development of education innovation,setting up internal community between the main body consciousness,building the external environment of connotation development of higher education,strengthening the public’s rational recognition of higher education,and improving the value guidance of third-party evaluation institutions,so as to cooperate with internal and external favorable factors,promote the development strategy of connotation in colleges and universities,and provide strategic support and institutional guarantee for the realization of high quality,steady and sustainable development of higher education.The paper includes 3 figures,5 tables and 95 references. |
