Faced with the actual needs of the bottleneck of higher education development;thecountry’s overall policy requirements for governance transformation and the use of scientific theory in strategic needs,the Third Plenary Session of the 18 th CPC Central Committee put forward for the first time “advancing the modernization of national governance systems and governance capabilities” and “progress Management review separation." At this point,the separation of higher education management and evaluation with modern governance theory as an important theoretical basis has entered a new upsurge.At the same time,the report of the 18 th National Congress of the Communist Party of China put forward “to promote the connotative development of higher education”.The report of the 19 th National Congress once again pointed out: “Further speed up the development of first-class universities and first-rate disciplines and realize the connotative development of higher education.With the deepening of the separation of educational management and evaluation,colleges and universities have more and more effective autonomy in running schools.Whether the expansion and ownership of school autonomy means that higher education will surely achieve connotative development.In the new historical period,whether the concept of connotative development should be expanded and changed is the focus of this study.Under the background of the separation of educational management and assessment,colleges and universities should follow the connotation development path,and under the premise of returning to the origin of value and reshaping the spirit of the university,efforts should be made to improve the quality of education,and through the optimization of internal structure,to undertake the autonomous government decentralization.Right to make the best use of it.However,in reality,colleges and universities have problems such as the weakness of active school running;the lack of autonomy;the suppression of ontological functions;contradictions in the formulation of educational laws and the inversion of values ??in the cart before the horse,hindering the realization of the connotative development of higher education.Therefore,the path of connotative school running in colleges and universities should be guided by the people-oriented,academic-based value pursuit and the principle of winning the characteristics and winning the local economy as the leading principle,so as to improve the constitutional construction,optimize the internal governance,and improve the supporting system.Measures to achieve self-regulation and enhance the ability to undertake school-running autonomy;to achieve self-improvement by adjusting subject-specific settings,strengthening teaching quality reforms,reforming the talent-training model,cultivating solid faculty,and guaranteeingacademic freedom while strengthening academic norms and building university culture Develop and improve the quality of education;to build an internal quality assurance system to achieve the self-evaluation of the supervision and restraint mechanism to protect the development of the inexhaustible driving force of the university’s development path.At the same time,we must combine the cultivation of leadership of school principals,the construction of a modern university system,the functioning of the “elementary governance” function of the off-campus government,the perfection of educational legislation,and the cultivation of an orderly competitive environment.Make greater contributions to the expectations of development and promotion of social progress.
