Preschool education is an important part of the national education system,is the foundation stage of school education and lifelong education,is an important social public welfare,belongs to the scope of public service.With the rapid development of our economy and the improvement of national quality,demand for educational resources in preschool education is increasing.In most parts of China,there are some problems such as "kindergarten entry difficulties" and "expensive to enter kindergarten".However,the fairness of pre-school education such as "difficulty for some people to enter a kindergarten" and "difficulty to enter a kindergarten" has become increasingly prominent.How to realize children’s equal access to preschool education resources is worthy of our attention.The unbalanced development of kindergarten education resources continues to expand the gap between urban and rural education,and it is difficult to achieve the goal of early childhood education.The government’s coordination of the balanced development of urban and rural preschool education resources is the key to narrowing the gap between urban and rural preschool education and reflecting the fairness of the starting point of preschool education.The purpose of this study is to study the balanced development of urban and rural kindergarten education resources in the “A” district of Zhejiang province and the countermeasures from the viewpoint of educational fairness,and urban rural integration.It is concluded that there are specific differences between cities,towns,and villages,using comparative analysis to investigate the current status of literature analysis,research,qualitative and quantitative analysis and preschool education resources allocation in urban and rural areas of Zhejiang province and to study empirically.The purpose of this study is to analyze the problems and causes of balanced development of urban and rural educational resources in rural areas,and to explore an important method to narrow the gap between urban and rural areas.To some extent it has specific theoretical promotion and practical guidance for balanced development of preschool education in cities and countryside.The results of this study show that there is a problem in the "A" District of Zhejiang Province,which is absurd planning and arrangement of urban and rural kindergarteners,and lack of quality of the town village kindergarten teachers.Information sources of preschool education in urban and rural areas and unbalance of preschool education in urban and rural areas And we discover the reasons for the existence of basic situations,human resources,resources,revenue sources,government supervisors,and other five side problems: the public service system for preschool education is not perfect,and the training of kindergarten teachers in town is not in place,and the progress of preschool education is insufficient,and the financial investment mechanism for preschool education is absurd,and government supervision and management are insufficient.Based on this,the measures and proposals to accelerate the balanced development of urban and rural kindergarten education resources in the "A" area suggest that "rational planning and layout,complete the public service for kindergarten education",and "optimize the resources of kindergarten teachers"."Improve the professional quality of town and village full-time teachers","build a preschool education resource platform for integrated urban farms to narrow the gap between urban and rural",and increase the investment of educational and financial resources in towns and villages.Promote rational allocation of financial resources and strengthen the effective use of regulatory resources and improve preschool education evaluation and evaluation mechanisms.Balanced development of urban and rural kindergarten education resources requires the government to coordinate all armies,coordinate the relationship and responsibilities of all parties,and break boundaries completely between the city and the park.The quality and resources of preschool education in urban and rural areas are balanced and balanced.It can be seen that cultivating a team of teachers with certain professional qualities,building an urban-rural integrated preschool education resource platform,investing sufficient preschool education financial resources and an effective preschool education evaluation and assessment mechanism are effective in accelerating the balanced development of preschool education resources in my country A series of ways.
