Research On Optimizing The Supply Of Community Sports Public Services From The Perspective Of The New Public Service Theory

Since the "Outline of the National Fitness Program" was put forward by the State Council in 1995,community sports has undergone more than 20 years of development.Due to the late start of development,the lack of experience in Western community sports,and the influence of the "old system",etc.Objective factors have led to the uneven development of urban community sports in my country.The urbanization process has accelerated the contradiction between residents’ sports demand and community sports supply.With the continuous optimization of my country’s social governance system,my country is gradually changing from a single governance model to a multiple governance model.The government is no longer the only subject participating in community governance,and multi-subject participation in governance has gradually become a new trend.However,in urban community sports,the government still bears full responsibility.The excessive burden seriously affects the provision of high-quality community sports public services to residents,and how to reduce the burden on the government,provide better sports services to community residents,and better optimize The supply mode of community sports and the role of the basic functions of community sports are important contents of the research.From the perspective of the new public service theory,the research uses literature method,questionnaire survey method,mathematical statistics method,logical analysis method,field investigation and other research methods to conduct research on 600 residents and community managers of 10 communities in 9 streets in the direct management area.survey.Combining the results of questionnaire surveys,field investigations and literature data,it is concluded that there are currently direct management areas in the supply of community sports: insufficient government supply,less social supply;unclear community sports management system,excessive street pressure;lack of supply of community sports talents and guarantees The mechanism is not perfect;the proportion of residents in the aging community is relatively large,and the awareness of sports is weak;the publicity methods of community sports are single and lack of publicity channels;and the supply of sports facilities is insufficient.Guided and frontier exploration,taking into account the contradiction between the supply and demand of community sports in direct management areas,combined with Chinese scholar Li Deguo(2013),based on a new theory of public service and resource dependence,and "New Public Service Towards Practice: Action" ",He proposed three types of action guidelines for services through concrete actions to implement a new public service system and integrate it into community sports.Specific actions to address community problems Sports improved at the micro level.Can be: fostering a diverse community sports supply system,optimizing the local community sports governance system,strengthening consultation and dialogue by department,strengthening the introduction of local sports talent,establishing a guarantee system,and meeting the needs of local residents.The mechanism of expression,strengthening public relations,improving community sports facilities,expanding the opening of school sports facilities,improving sports public service evaluation indicators and monitoring mechanisms.
