| According to the "National Fitness Plan(2021-2025)" issued by the State Council,by 2025,the national fitness public service system will be more perfect,the people’s physical fitness will be more convenient,the enthusiasm for fitness will be further improved,and the three-level public fitness facilities and community15-minute fitness circle will be fully covered by counties(cities,districts),townships(streets),administrative villages(communities).In order to meet the fitness needs of the people and rationally use urban land resources,the Chengdu Municipal Government fully stimulates the sports potential of the city’s "Golden Horn and Silver Edge" space according to the actual situation of the city itself,under the severe reality of urban land shortage and the strong support of the state for national fitness,and further increases the number of urban fitness venues and enriches the types of fitness venues by building a sports space supply system at the doorstep that aims to increase the openness and sharing of existing sports facilities.By the end of December 2022,a total of 186 "community sports corner" projects of various forms and types had been created in all districts(cities)and counties of the city.With the construction of these community sports corners,the issues related to the supply of public sports services and the governance of public sports services in community sports corners have become a research hotspot of attention of scholars and government departments,and through the urgent need to provide theoretical support and practical tests for the construction,management and use of sports facilities by residents in Chengdu,the community sports corners can better create value and stimulate potential.Taking the new public service theory,stakeholder theory and collaborative governance theory as the theoretical basis,this paper adopts the research methods of literature method,field investigation method,interview method and questionnaire survey method,selects six community sports corners in the exemplary community sports corner in Chengdu as the key investigation and research objects,and investigates the governance subjects of the current public sports services of the community sports corner in Chengdu by conducting offline interviews with community managers,operators and other relevant subjects and distributing questionnaires to community residents.The governance model and residents’ perception of the current situation and existing problems of community movement corner governance are proposed,and then the strategy to optimize the governance of community movement corner is proposed,and the following conclusions are finally drawn:(1)The construction and operation of Chengdu Community Sports Corner are in their infancy,and some exemplary community sports corners have not yet been put into use.(2)The governance model of public sports services adopted by the Chengdu Community Sports Corner is mainly based on the single-entity governance model of the government,and the diversified governance model system needs to be further improved.(3)The participation of some subjects in the governance of public sports services in the community sports corner of Chengdu is not high,and the effect of collaborative governance is not fully exerted.(4)The rule of law norms for the governance of public sports services in the Chengdu Community Sports Corner need to be strengthened,and standardized legal guarantees need to be built in terms of rights and responsibilities boundaries,subject access rules,and facility management and maintenance updates. |
