| The balanced development of compulsory education is not only the basic requirement of the essential attributes of compulsory education,but also the statutory duty of the government’s public services,and it is also an important part of narrowing the education gap between urban and rural areas,promoting educational fairness,and building a harmonious socialist society.The balanced development of compulsory education allows citizens to equally enjoy educational resources and respect their right to education,which can improve the overall quality of citizens and gradually realize social equity.Although the nine-year compulsory education has achieved great success and improved the quality of the people,due to the large population base of our country,the different levels of economic development between urban and rural areas,and regions,there is a certain gap in the quality of compulsory education.This thesis conducts research through literature research method,interview analysis method,and comparative research method.It analyzes the balanced development of compulsory education in N County as the research object,and specifically explains it through five chapters.The first chapter is the introduction.It explains the background of the balanced development of compulsory education,explains the theoretical and practical significance of studying the balanced development of compulsory education,comprehensively describes the research status of the balanced development of compulsory education at home and abroad,and clarifies the research in this article.Ideas and methods.The second chapter defines related concepts such as compulsory education,education fairness,and balanced development of compulsory education.And put forward public product theory,education equity theory,resource allocation theory,etc.to support the theoretical basis of this research.The third chapter explains the economic and social development status of N County,the status quo of compulsory education development and the positive measures taken by N County in the balanced development of compulsory education.Chapter 4 takes the balanced development of compulsory education in N County as the empirical research object,combined with the relevant data provided by the Education and Sports Bureau of N County and collated interview data,and found that there is an imbalance in the distribution of school conditions in the balanced development of compulsory education in N County,and urban and rural teachers Unbalanced,the school’s hardware resources have not been properly used,the brain drain of the teaching team,and other issues.The reasons behind the problems are mainly due to imperfect resource allocation policies,deviations in urban and rural teacher allocation policies,imperfect hardware facility management mechanisms,and rural areas.The structure of teachers is aging,and educational thinking is lagging behind.The fifth chapter is based on the current situation of education in N County,combined with the actual economic situation,in terms of strengthening the government’s top-level design of compulsory education,optimizing the allocation of teacher resources,improving the allocation of teaching,formulating a reasonable dynamic supervision system,and promoting the fair development of education.Recommendations for promoting the balanced development of compulsory education.A century-old plan,education-oriented,improving the quality of education,and promoting the balanced development of education are still important and arduous tasks faced by N County.It is expected that the people of N County will work hard on the fertile soil of compulsory education in N County and create a better future. |
