General Secretary Xi Jinping once pointed out that "Innovation is the soul of social progress,and entrepreneurship is an important way to promote economic and social development and improve people’s livelihood".As China has entered a new era and the economy has entered a period of new normal,the CPC Central Committee and the State Council make important decisions and deployments.In the "Government Work Report" of2015,it is proposed to continuously promote mass entrepreneurship and innovation.Innovation and entrepreneurship are not only the engine to promote the transformation of old and new momentum,but also the driving force to promote the transformation and upgrading of economic structure,which must be continuously deepened.In recent years,Zhonglou District of Changzhou City is facing challenges such as the gradual transformation of development mode and the transformation and upgrading of economic industry.Beginning in 2007,Zhonglou District has been actively implementing various talents policies at all levels led by the "1000 Overseas Talents Gathering Project" and "Longcheng Talents Plan",and gathering talents to started up their own business in Zhonglou.According to the statistics at the end of December 2018,Zhonglou District has introduced a total of 289 innovative and entrepreneurial leaders,and successfully independently nurtured 6talents into the national "Thousand Persons Plan" project.In the whole year of 2018,the total invoice sales of talent enterprises in the whole region amounted to 1.554 billion yuan,an increase of 14.5% over the same period last year,and a revenue of 53.77 million yuan.However,the key to evaluating the effectiveness of talent introduction depends on the contribution of talent to local socio-economic development.At present,the evaluation method of talent introduction performance in Zhonglou District can not accurately judge whether talent and the effect of talent introduction meet expectations,nor can it accurately show the various roles played by talent introduction.Based on this,this thesis takes " Research on Problems and improvement measures of talent introduction performance evaluation in Zhonglou District of Changzhou City" as the theme,starting from the reality of talent introduction in Zhonglou District of Changzhou City,reviews the current policies and achievements of talent introduction,analyses the current performance evaluation methods,and finds out the existing problems.In view of the development and shortcomings of the performance evaluation of talent introduction,this thesis makes attribution and analysis,and combines with the actual work of the government,puts forward suggestions and countermeasures for improving the current performance evaluation method of talent introduction,with a view to further improving the performance evaluation step by step.At the same time,at the time of the completion of this thesis,Jiangsu Province promulgated the "Implementing Plan on Promoting the Reform of Talent Evaluation Mechanism by Classification".The document requests that "in view of the outstanding problems existing in the current talent evaluation mechanism,innovate the talent evaluation mechanism".This thesis will also provide decision-making reference for local governments to implement this policy.
