Over the past 40 years of reform and opening up,private education has developed rapidly.Most private schools quickly become synonymous with high-quality education by virtue of their high-quality teaching environment and high-level teachers.There is no restriction on enrollment in private schools,and high-quality students can be selected in advance,which makes the quality of students in public and private schools very different.In order to standardize the chaos of private schools’ “pink-to-the-point” enrollment and balance the source of students between public schools and private schools,“Public and private compulsory education schools recruit students simultaneously” has become a new content of the enrollment policy in multiple places.Yuncheng City issued the city’s primary and secondary school enrollment policy on May 25,2020,which also clarified the requirements of "Simultaneous enrollment of public and private schools".In order to understand the actual implementation of the "Simultaneous enrollment of public and private schools" policy in Yuncheng City in 2020,how the implementation of "Simultaneous enrollment of public and private schools" will affect the school choice of students and parents,whether the policy goals are achieved during the implementation process,and what new problems have emerged,So I started this research.Through interviews with parents and the collection of relevant data,it is found that the school selection of “ children to primary school ” students in Village G has the following characteristics after the implementation of the “Simultaneous enrollment of public and private schools” policy: There is no significant change in the proportion of students in the nearby enrollment area.The proportion of school students has declined and the proportion of students attending county public schools has increased.Students enrolled in accordance with the policy still have a strong desire to choose a school.Some students’ intention to attend school is not consistent with the actual school.Based on this,parents ’ satisfaction with the school they attend is divided into three categories: very satisfied,basically satisfied,and dissatisfied.Very satisfied is because the intended school is consistent with the actual school or the gap is small.The reason for basic satisfaction is that the intended school is not consistent with the actual school,but it is within an acceptable range;parents of students who are not satisfied with the actual school their children are attending said that they There is no choice when the child attends school.For the students in Village G who choose schools,they have various types of schools.Among them,the choice of schools is mainly focused on choosing public schools.Among public schools,mature public schools are still the targets of parents.The newly established county public schools are also very popular with parents.In addition,the phenomenon of choosing high-quality private schools still exists,and some high-quality private schools are still the first choices of parents;some students who fail to win the election also enter private schools through other means.By analyzing the reasons behind choosing a school,we found that it is mainly reflected in two aspects: one is due to the weakness of schools in the nearby enrollment zone,and the other is due to inadequate policy supervision.Through the above analysis,it is found that the "Simultaneous enrollment of public and private schools" policy is conducive to promoting the balanced allocation of educational resources,and is conducive to the promotion of educational equity and high-quality development of education.However,during the implementation of the policy,some contradictions have been arisen indeed,such as the return of students from public schools,the value of houses around the school has re-emphasized;part of the interests of private schools have been damaged;policies for rural students have limited options,etc.
