The study uses the theory of education, public management, public policy, and Qingdao University of Technology as a case study. It has five chapters:The First chapter is Introduction. It mainly discusses the significance of the selected topic basis and the research of this study, the significance of study mainly embodies private college itself, i.e. a role it plays in our higher education system and our social development. The present situation elaborates the main problems and measures of enrollment for private colleges in our country, which broadly discussed by academic community. The domestic and foreign research present situation, mainly elaborated the countermeasure which to the managed by the people university recruitment of students process in our country academic circles which has the main question and proposed, as well as the overseas managed by the people university unique merit has provided the rich source material and the beneficial model to our country managed by the people higher education marketing.The third chapter mainly discusses the analysis of the influencing factors of private college’s enrollment in our country.
