Research On Development Efficiency Evaluation Of Ice Snow Tourism Industry In Hebei Province

With the successful bid for 2022 Beijing Winter Olympics,ice and snow tourism industry has been widely concerned by the society.Based on the panel data of 11 prefecture level cities in Hebei Province from 2009 to 2018,the paper studies and analyzes the development efficiency of ice and snow tourism industry in Hebei Province by using super Sam model,talmudist index and SWOT analysis method.The results show that the following are the following aspects: 1(1)Overall,the average development efficiency of ice and snow tourism industry in 11 cities of Hebei Province is 1.033,which is in a high level of development.The difference in space is large.The South and central regions need to invest more funds in scientific and technological research and development,vigorously promote the transformation of scientific and technological achievements to productivity,improve infrastructure construction and improve the public service capacity of industry.(2)From the dynamic analysis of the development efficiency of ice and snow tourism industry in 11 cities of Hebei Province,it is found that the development efficiency of ice and snow tourism industry in Hebei province comes from the improvement of scale efficiency,and its contribution rate is 0.2%.The change of technology progress restricts the growth of ecological efficiency,so we need to further increase the investment in scientific research activities and broaden the source channel of scientific research funds.At the same time,enterprises are encouraged to participate in the R &D process of new technology as another subject,stimulate the innovation enthusiasm of large and medium-sized enterprises,and promote the efficient transformation of scientific research results to actual productivity.Optimize the industrial structure,support the development of emerging industries,create more high-quality jobs to attract innovative talents,and inject new vitality into the development of the region.For enterprises with limited R&D capacity and small scale,they should be guided by policies to merge or propose dissolution to improve the overall efficiency.(3)From the analysis of influencing factors,it can be seen that the inherent advantages of ice and snow tourism in Hebei Province are insufficient.The key factors restricting the development of ice and snow tourism in Hebei Province are: insufficient facilities,weak mass base,lack of professional sports coaches,greater threat of ice and snow sports at home and abroad,and low conversion rate of ice and snow tourism population in Hebei Province.Combined with the advantages of the development of ice and snow tourism in Hebei Province and the development opportunities brought by the external environment,the paper puts forward the development countermeasures of ice and snow tourism in Hebei Province,including expanding the venue and facilities,paying attention to promotion activities,training professional coaches,expanding the professional talents team,giving full play to the advantages of the policy,implementing policies,strengthening regional cooperation and exchange at home and abroad,and expanding the consumer market,Increase population conversion rate.
