| At the Central Committee’s Seventh Forum on work in Tibet,General Secretary Xi Jinping pointed out the need to foster the ability to absorb employment,provide more employment opportunities and promote multi-channel market employment.The report of the 19th National Congress of the CPC pointed out that employment is the greatest livelihood of the people.Since 2018,the central government’s No.1 document has proposed for three consecutive years to promote the transfer of rural labor to employment and increase farmers’ income.In vigorously promoting the rural revitalization strategy,the rural labor force transfer employment is one of the important links,in order to increase rural labor income,consolidate the achievements of the joint construction of poverty eradication,solve the problems of agriculture,rural areas and farmers,and achieve rural revitalization,is of great practical significance.As the capital city of Tibet,as well as the political,economic and cultural center and transportation hub of Tibet,Lhasa has a particularly important position,the study on the evaluation of the effect of the policy of employment transfer of farmers and herdsmen in Lhasa can not only enrich and develop the theory of policy evaluation in the minority areas,but also provide reference for other cities.This study uses the literature research method to comb out the existing theoretical basis of the research and to draw lessons from it to construct the evaluation index system of the implementation effect of the policy of employment transfer of the farmers and herdsmen in Lhasa,which takes the criterion of “Economic benefit,social benefit,sustainable development and the satisfaction degree of the farmers and herdsmen”,and uses the analytic hierarchy process to obtain its each layer index system weight.Then we use the method of quantitative and qualitative analysis to obtain the empirical data,and use the fuzzy comprehensive evaluation method to evaluate the effect of the employment policy of farmers and herdsmen in Lhasa.Finally,based on the evaluation results of various program levels,this paper analyzes the problems existing in the implementation of the transfer employment policy,and puts forward corresponding countermeasures and suggestions to provide ideas for the implementation of the transfer employment of the rural labor force in the whole region,we will promote an all-round improvement in the living standards of rural residents,speed up rural revitalization in Tibet,and promote sustained and rapid economic development in Tibet.This article covers the following five aspects:In the first part,the research background and significance of this paper are explained in detail,then the research aim and research idea are expounded,and finally the research idea,research method and innovation are explained.The second part defines the concept of the rural labor force and the transfer employment in this research subject,and then supports this research on the basis of the theory of dual economic structure and the evaluation of public policy effect,and use the literature analysis method on the transfer of employment-related literature at home and abroad to sort out and summarize the progress.The third part analyzes the current situation of the transfer employment of farmers and herdsmen in Lhasa Lhasa,and finds that the overall effect of the implementation of the transfer employment of farmers and herdsmen in Lhasa is better,and the policy system is relatively perfect,the transfer of farmers and herdsmen as a whole shows the characteristics of the lower education level of the labor force,the transfer to the secondary and tertiary industries,and the part-time transfer.Part Four,first of all,the paper constructs the evaluation index system of the implementation effect of the transfer employment policy in 4 dimensions and 10 plan levels,and uses the analytic hierarchy process to get the order of the weight of the criterion level: “ Sustainable Development,farmers and herdsmen’s satisfaction,social benefits,economic benefits”;Secondly,according to the fuzzy comprehensive evaluation method,this paper evaluates the effect of the employment transfer policy of farmers and herdsmen in Lhasa,and the result is excellent.Finally,based on the evaluation results of various programs,this paper analyzes the problems existing in the transfer employment work: the policy operation mechanism needs to be further improved,the Labor Security Service System for farmers and herdsmen needs to be further improved,and the employment ability of farmers and herdsmen needs to be improved,insufficient industrial linkage and limited employment channels.In the fifth part,the author puts forward some countermeasures and suggestions for the problems existing in the transfer employment of the farmers and herdsmen in Lhasa: perfecting the policy formulation of the transfer employment of the farmers and herdsmen,constructing the labor security service system of the farmers and herdsmen,adjusting industrial structure and optimizing employment structure. |
