The innovation drive is the first driving force for urban development,and the innovation drive is essentially talented.Since entering the era of knowledge economy,talent has become the main resource for urban competition.The 6th meeting of the Central Finance Committee on January 3,2020 made a major decision to promote the construction of the Chengdu-Chongqing dual-city Economic Circle.Chongqing,as a national central city,stands at a new starting point for development.using talents from all over the world becomes an inevitable choice for further development.Since the municipality directly under the Central Government,in the 23 years of construction and development,Chongqing has made great progress in talent development,and gradually formed a new concept of talent development and rich new talent development practices.The city’s energy level has been continuously improved,but it also faces new challenge.Although Chongqing has continuously adjusted its talent introduction policy according to its own economic development pace,in the increasingly fierce competition for talents in cities across the country since 2017,many problems and deficiencies have been exposed.Based on the introduction of relevant theories of talent introduction,this article analyzes the current talent introduction work and its implementation effectiveness in Chongqing by combining theory and practice,qualitative analysis and comparative analysis,and reveals the main problems of Chongqing talent introduction,On the basis of analyzing the causes of these problems,put forward suggestions for optimizing talent work.The research results show that since the municipality directly under the Central Government,the implementation of the talent introduction policy in Chongqing has optimized the talent introduction policy environment,established an effective platform for talent introduction,established a talent introduction incentive mechanism,and gathered more outstanding talents.The main reasons are the lack of supporting content for talent introduction policies,the lack of coordination of policy implementation bodies,the lack of a strong atmosphere for talents,and the immature evaluation system.To sum up and draw on the successful experience of introducing high-level talents in some cities at home and abroad,this article attempts to give suggestions on how to further develop talent work,especially in the new situation of the Chengdu-Chongqing dual-city Economic Circle,focusing on the development of new needs in Chongqing.
