Innovative Research On The Governance Model Of Private Colleges And Universities

Since the policy of Reform and Opening up was adopted in China,the private higher education in our country has achieved tremendous development with the aid and support from the country,governments of all levels and various walks of life.The emergence and development of private higher education has promoted the reform in the system of higher education,and served a significant part in rejuvenating social resources,moderating educational needs,cultivating large number of talents,expanding social employment,relieving employment pressure,stimulating social domestic demand,and shouldering social responsibilities.Private education has become an important part of the higher education system.In recent years,the state has carried out a series of reforms in the higher education system,which provides a good opportunity for the rapid development of private colleges.However,the foundation of private colleges and universities is weak,and the sustainable development of private higher education still faces many difficulties,especially in the mechanism innovation of the governance.In addition,China’s higher education has entered the stage of connotative development,and the problems of private higher education in terms of organizational complexity,structural diversification,horizontal differentiation,and diversified appeals are more prominent.All of this shows that the governance mode of private colleges and universities is relatively backward and not compatible with the connotative development of higher education,and it needs an urgent innovation.Therefore,a study on the governance structure of private universities and colleges in Shaanxi province is of great significance for promoting the sustainable development of private colleges and universities.Various research methods are used in this study,such as literature review,interview and comparative analysis,this paper takes Shaanxi private colleges and universities as the research object,and focuses on the innovation of governance mechanisms.Based on the existing literature on the governance mechanism of colleges and universities,this study systematically analyzes private colleges and universities in Shaanxi,and concludes that problems are as follows: insufficient government support for private colleges and universities,limited government’s autonomy for private universities,a lack of two-level governance mechanism of the schools,less-able board of directors,absent third-party evaluation and supervision,and a multi-subject governance mechanism which has not yet been formed.Those problems concerning the governance of private colleges and universities are deeply analyzed and several factors are identified: imperfect public policies,imperfect government macro management system,none of the establishment of third-party educational organization evaluation mechanism,a lack of cooperation awareness among stakeholders,the imperfect internal management system,and a lack of corporate governance structure.Through the analysis of the above reasons and the experience of the United States,this paper proposes a way to construct the governance mode of private universities in Shaanxi Province,which is an external governance of evaluation and supervision by the government’s macro-control,extensive participation of all sectors of society,and third-party evaluation organizations.,together with an internal governance featuring a university which is mainly self-governing,a board of directors as the highest decision-making body and a two-level management system,thus forming a multi-subject governance model combining internal and external,so as to promote the national private colleges and universities to adjust to the market and the society,and achieve a steady,healthy and sustainable development.
