The Study Of Urban Community Volunteer Mobilization Mechanism

With the rapid transformation of our society,many social problems appear and become more complicated.The demand for social service of the social public is becoming higher and the government and the market are unable to satisfy. The flourishing development of volunteer service is the inevitable outcome and it will promote social progress and improve the level of social welfare.Especially for the identity conversion of citizens from "unit person" to "community person", community service and community management obtain widely attention. Among them, community volunteer service gets advocated and encouraged because of its importance for improving community service, effectively utilization of community resources,enhancing the sense of ownership and promoting community progress. Based on this, the author observed that the mobilization of volunteers plays a crucial role in the community volunteer service. So, the author decided to make the urban community volunteer mobilization mechanism a research topic, analysing the situation of urban community volunteer mobilization mechanism by taking Jinan as an example.The study is generally a qualitative research. The author used interview method collecting data. By analyse and epurate the answer of interviews, the author finally formed the viewpoints. Firstly, the author applied the method of structured interview and knew the basic constitution, the characteristics of participation and the existing problems of urban community volunteer. According to this, the author cleared the necessity of the research.Secondly,from the government-society relationship theoretical perspective, the author maked a depth analysis of urban community volunteer mobilization mechanism, including the foundation and condition of mobilization and the constitution and interaction of mobilization mechanism. The author observed that there were many problems hindering the development of urban community volunteer mobilization mechanism such as the administrative character of mobilization subject, the small range of mobilization object, the singleness of mobilization pattern and the imperfect mobilization circumstance.Finally, the author put forward five viewpoint aimed at the present situation in order to build up an efficient urban community volunteer mobilization mechanism.
