On The Function Of Local Government In The Development Of Non-Government Universities

As an important basis for running private colleges and universities in China,the law of the people’s Republic of China on the promotion of civilian run education was recently revised in 2017.The revision of the private education promotion law marks that the education of private colleges and universities in China has entered a new period of development.Different from the past,the development of private colleges and universities in China has not only made great progress in scale,but also made great improvement in level and quality.But at the same time,private colleges and universities in China also encounter many problems in the process of running schools.Among them,the local government functions are not fully played,and the support for private colleges and universities is not in place.Therefore,it is necessary to study how the local government can give full play to its functions in the development of private colleges and universities.According to the relevant deployment of the party and the state on promoting the healthy development of private education,Liaoning provincial government has also made many beneficial explorations and attempts in supporting the development of private colleges and universities,especially in innovating the education management system,optimizing the allocation of educational resources and exploring the establishment of a new "government University relationship".However,it must be noted that the Liaoning provincial government has some limitations in the formulation of laws and regulations,the cultivation of talents and the guidance of management concepts of private colleges and universities.Based on this,this paper uses the literature method to sort out the current theoretical achievements of private colleges and universities,and then uses interviews and case analysis to analyze the current development status and problems of private colleges and universities.Taking D College of Liaoning Province as an example,this paper deeply understands the basic situation of local government functions in the development of private colleges and universities.According to the survey results,Liaoning provincial government has achieved certain results by actively innovating the education management system and vigorously optimizing the allocation of education resources to support the development of private colleges and universities;however,there are still some problems in the function of Liaoning Provincial Government in the development of private colleges and universities,such as imperfect laws and regulations,unbalanced allocation of public education resources and incomplete establishment of fair competition mechanism There are three main problems.In view of the problems found in the investigation and study,this paper draws lessons from the practice of Japan,the United States and other countries,as well as the experience of Shaanxi Province,Yunnan Province and other local governments in giving full play to their functions in the development of private colleges and universities,such as strengthening the legal construction,broadening the channels of financial assistance and introducing social forces This paper puts forward the countermeasures to give full play to the role of local government in the development of private colleges and universities from three aspects: the implementation of the decentralization of education management,the improvement of the management system of colleges and universities at different levels and the guarantee of the independent running of private colleges and universities.So as to enhance the management effect of Dalian municipal government on private colleges and universities,and better play the government’s educational function.
