Research On The Role Of Government In The Development Of Private Colleges And Universities In My Country

Private higher education in China is a new product of the Reform and Opening up Policy and social development.With the transformation of social structure and the expansion of market economy,private higher education has also grown from the supplement of public education to an important component of higher education.It has made great contributions to meeting people's needs for higher education,producing a large number of applied talents for the society and pushing for China's transition from"elite education" to "mass education".Since private higher education is a quasi-public product,and hence the country is the largest beneficiary of its positive externalities,it is the government's unshirkable responsibility to safeguard the survival and development environment of private higher education and improve the quality of higher education.This paper takes the role of the government in the development of private higher education as the research object and interprets the education reform and the development of private higher education from the perspective of the "governmental role".First,this paper analyzes the role that the government should play in handling the relationship between the state and society,politics and economy,education and society,so as to discuss the development of private higher education and avoid the debate over the transformation of government functions and the realization of the autonomy of colleges and universities.Second,this paper leverages the theories of economics and management to construct selection models for government roles in different market category conditions.The model categorizes the status quo of the higher education market in which the government plays a part based on the supply and demand of the market and the investible financial resources of the government,in a bid to study the government's various governance objectives in different market categories,so that it can choose a corresponding role.In so doing,this model provides a groundwork for the government to correctly select its role in different markets.Third,the paper proceeds from the historical situation and realistic possibility of the development of private higher education based on the process of the development of private higher education and the evolution of the role of government as well as the different government economic conditions and the supply and demand situations of the market at each historical stage,this paper analyzes the problems and causes of the role of the Chinese government in the development of private higher education,while taking Shanghai as an example to expound the historical position and role of the Shanghai Municipal Government in the development of private higher education.Meanwhile,it also analyzes the role of foreign governments in the development of private higher education,learns from the successful practices of foreign private education in developed countries,and proposes that our government should strengthen the supervision,safeguard and improvement of private higher education.Fourth,this paper makes policy recommendations corresponding to the role of the Chinese government in the development of private higher education.In the future,China's economy will continue to grow steadily and the market reform will increasingly diversify the demand for talents and thus the government must step up its support for private higher education,so as to give full play to the sector,thus jointly assuming the responsibility of fostering all types of high-caliber talents for China's socialist development drive with the public higher education.At the same time,this paper also purs forward specific requirements and the approaches for the government to be a qualified manager:building a governance system for private higher education based on a sound legal and environmental policy environment,with the improvement of institutional mechanisms as the basic guarantee and the scientific management as the basic method.
