As a very important part of China's higher education,it is well known that private higher education has made great contribution to the development of China's higher education.Henan,as one of the major provinces of private higher education,the government plays an active role in private higher education and is vital to the survival and development of private higher education.In the past,researches have been conducted on the contradiction between supply and demand of funds,teachers,discipline construction,students in private colleges and universities.However,researches on government functions are insufficient,and qualitative analysis is mainly adopted,while quantitative analysis is insufficient.This paper takes Zhengzhou S College in Henan Province as the research object to explore the performance of government functions in the development of private colleges and universities.Through quantitative analysis,this paper analyzes the four dimensions of government performance in the development of private higher education,such as the status quo of satisfaction of faculty and staff in the four dimensions of Rule by law and policy orientation,public resources support and guarantee,overall planning and coordination management,government supervision and social services in the government performance.The evaluation index system of faculty and staff satisfaction with government performance in Zhengzhou S University is established through the process of talking with government department officials,discussing with faculty representatives and consulting experts to carry out demonstration combining with the particularity of private universities in Henan Province.The questionnaire was designed according to the index evaluation system.390 questionnaires were distributed among the staff of Zhengzhou S College,and 339 valid questionnaires were collected.SPSS 22.0 was used for data analysis.The results show that the main reasons for the low satisfaction of the government in the development of non-governmental higher education are as follows: first,The policies and regulations need to be improved and followed up urgently,and the implementation effectiveness needs to be improved;second,insufficient support from public resources and unfair investment in education;Third,the overall planning mechanism is not smooth and the comprehensive coordination ability needs to be strengthened;fourth,service transformation is relatively lagging behind,and supervision and service need to be optimized.This paper puts forward countermeasures and suggestions for the four dimensions of government performance in the development of private higher education based on the current situation.First,classified management system should be implemented and differentiated policy system should be established;Second,financial support should be strengthened,mainly focusing on supporting professional construction and discipline development,and protecting the rights and interests of teachers and students in university;Third,the coordination mechanism of departments should be improved,and high-quality educational resources should be shared.Publicity and guidance should be strengthened.Fourth,the use of power should be standardized and supervised rationally.A list of power should be built,and a full-time government agency should be established.Government purchase of services should be promoted,and third-party intermediary organizations should be introduced.
