Entrepreneurship of poverty college students is a common concern of education poverty alleviation and mass entrepreneurship activities,also an important field of public governance.In recent years,the entrepreneurial activities of poverty college students have achieved remarkable results,but their ability building still needs to be strengthened,which affects their entrepreneurial effectiveness.Based on the iceberg model and related research at home and abroad,this study divides entrepreneurial ability into explicit ability and implicit ability from both internal and external perspectives.The former includes economic ability and social capital force,while the latter includes personal endowment,entrepreneurial driving force and psychological force.On this basis,it explores the current situation of entrepreneurial ability of poverty college students.In order to improve the effectiveness of education poverty alleviation and mass entrepreneurship,the practical application and the improvement of assistance strategies are proposed.Around the above problems,this study conducted a questionnaire survey and interviews with 103 impoverished students and 316 non impoverished students from six universities in China.The research shows that in terms of recessive ability,poverty college students have strong entrepreneurial drive,and their personal endowment is highly consistent with entrepreneurial quality,which helps to promote the entrepreneurial activities of poverty college students;In terms of explicit ability,the lack of economic ability and social capital of poverty college students,together with the lack of implicit ability of their psychological power(self-efficacy),has become an important factor restricting the choice of entrepreneurial mode and entrepreneurial effectiveness of poverty college students.From the practical application of entrepreneurial ability,because of the lack of explicit ability and implicit ability,poverty students are lack of entrepreneurial resources.In addition,they are eager to solve the problem of survival.They tend to avoid the opportunity entrepreneurship with large investment and long profit period,and prefer to choose the survival entrepreneurship mode of "short,flat and fast";Its start-up funds are mainly small amount of self-owned funds and cooperative investment,engaged in low-cost and low-risk projects,entrepreneurial projects and professional learning are not closely combined,and the business scope is limited to the campus.In contrast,ordinary college students are more inclined to entrepreneurial opportunities,with more venture capital,closer combination of entrepreneurial projects and majors,higher technical threshold and wider business coverage.From the perspective of entrepreneurship effect,the poverty alleviation effect of poverty college students’ entrepreneurship is remarkable,and their practical quality is also improved.Therefore,their entrepreneurship should be affirmed and encouraged on the whole.On the other hand,most of the poverty students choose survival type entrepreneurship projects,which leads to the hidden worry that their long-term wealth creation potential is limited and the cultivation of high-level innovation and entrepreneurship ability is insufficient.Therefore,it is necessary to help the poverty college students’ entrepreneurial ability,so as to further promote the implementation of the "post targeted poverty alleviation era" education poverty alleviation work and the "double innovation" strategy.From the current entrepreneurial ability support measures,there is a general lack of special support policies for poor college students in China.Even in the work of helping ordinary college students’ entrepreneurial ability,there are still some limitations,such as lack of pertinence of entrepreneurial capital assistance,low degree of participation in social assistance,lack of humanistic care and psychological counseling.Therefore,all kinds of public departments,including the government and universities,and all walks of life in the society should start from improving the concept of multi governance and capacity-based poverty alleviation,and actively cooperate to build a new type of assistance mechanism to help poor college students improve their entrepreneurial ability.Specifically,in the design of explicit ability support mechanism,we can establish multiple economic support networks,such as special government subsidies for entrepreneurship,the combination of University Entrepreneurship fund and social support fund,to consolidate the economic foundation of poor students’ entrepreneurship;At the same time,poor students should actively mobilize their enthusiasm,pay attention to their own resource capital construction and interpersonal trust,colleges and universities and the state should try to repair and cultivate the social capital of poor students’ entrepreneurship.In terms of the design of recessive ability support mechanism,while constantly affirming and strengthening the entrepreneurial advantages of poor students in Colleges and universities,entrepreneurship education in Colleges and universities should pay attention to the cultivation of entrepreneurial personality and spirit,create a good entrepreneurial practice atmosphere and build a perfect entrepreneurial practice platform,so as to enhance the self-efficacy of poor students in entrepreneurship;At the same time,we should build a differentiated training system of entrepreneurship education for poor students,that is,colleges and universities should pay attention to the direction of entrepreneurship,values,and the degree of integration with majors,and improve the arrangement of school system.To sum up the explicit and implicit ability support,multi-dimensional cultivation of poor students’ entrepreneurial opportunity identification and construction ability,and connecting with the government,enterprises and schools resources to build a comprehensive support platform for poor students’ entrepreneurial ability.Through the above measures,we can promote the transformation of poor college students’ entrepreneurship to opportunity mode,and then from "receiving help" to "self-help" and "helping others",so as to lay the foundation for the quality development of poor college students,the consolidation of poverty alleviation effect and the improvement of mass Entrepreneurship effect in the "post precision poverty alleviation era".
