Research On The Present Situation,problems And Countermeasures Of Municipal Sports Schools In China

Sports schools(hereinafter referred to as "sports schools")are the main training ground for competitive sports talents in China,and also the basic support for the implementation of the Olympic Games program,including district and county sports schools,municipal sports schools and provincial sports schools.Among them,municipal sports schools not only undertake the important task of training professional sports talents in the city,but also are the important link to the grassroots district and county sports schools for training talents and sending excellent reserve talents to provincial sports schools,and are the important organizational hub of the whole sports school talent training system in China.At present,the three-tier training network of "district and county sports schools-municipal sports schools-provincial professional teams" is not adapted to the development needs of competitive sports,especially some municipal sports schools because of the lagging school concept,backward training conditions,it is difficult to cultivate the city’s advantages In September 2019,the General Office of the State Council issued the "Sports Power Construction Outline",which proposes to attach great importance to the development of sports.Construction Outline" proposed to attach great importance to the cultivation of sports top talents,the construction of high-quality sports teams,clubs and other youth talent training base.Not only that,in September 2020,the State General Administration of Sports and the Ministry of Education jointly issued the Opinions on Deepening the Integration of Sports and Education to Promote the Healthy Development of Youth Sports in which the inevitable requirement of deepening the reform of sports schools was put forward to comprehensively improve the quality of reserve talent training in municipal sports schools by guiding them to establish youth sports training centers and build composite coaching staff guarantee teams.In conclusion,as an important base for the training of reserve talents in China,municipal sports schools in China are in urgent need of in-depth investigation and analysis of the current situation around the reform of sports schools,the treatment of teachers,and the training and prospects of athletes,as well as the proposal of optimized development measures.Therefore,based on the current policy background of integration of sports and education,this paper takes the development countermeasures of municipal sports schools in China as the research object,and uses literature,questionnaire survey,expert interview,policy analysis,logical analysis,data statistics and other research methods to conduct a systematic study on the policy governance,organizational characteristics and cultivation methods of foreign youth sports reserve talents with the basic principle of exploring foreign countries and analyzing domestic countries.We also conducted a basic survey on the public policies related to the training of competitive sports reserve talents,the development history of sports schools and the current situation of municipal sports schools in China,and categorized 20 indicators of the influencing factors of municipal sports schools,such as government support,venue facilities and supervision mechanism,into "organization and management","venue facilities",and "sports schools" through the factor analysis method.We also analyzed the important influencing factors of municipal sports schools in China through four public factors,including "venue facilities","talent training" and "human resources".In addition,we propose the following countermeasures for the future development of municipal sports schools: First,we should continue to raise the government’s attention to municipal sports schools in China,and establish a multi-governance approach of "government-led,departmental collaboration,and social participation" through policy guidance.Second,strengthen the training of coaches in municipal sports schools in China,and improve the teaching level of coaches around scientific training,innovative curriculum,and complex talent development.Third,emphasize the "multi-directional training" of reserve talents,expand talent delivery channels,expand the diversified functions of sports schools to serve the national sports career,and cultivate diversified and complex talents.Fourth,focus on the cultural education of our municipal sports schools,and further strengthen the cultural education of municipal sports schools.
