Since the 21st century,all countries have been strengthening the cultivati on of their own scientific and technological innovation ability.With the development of economic globalization,science and technology has become an important responsibility and mission to undertake innovation.The scientific and technological innovation ability of colleges and universities is an important factor to measure the scientific and Technological Development and social progress.The doubl e first-class universities have the important characteristics of high funds and abundant scientific research personnel.Compared with ordinary colleges and universities,they have greater market potential and can better represent the higher scientific rese arch level of Chinese colleges and universities.Among the factors that affect the scientific and technological innovation ability of double first-class universities,the government’s scientific research investment is undoubtedly the most representative.On the basis of endogenous growth theory model and knowledge production function model,this paper firstly defines the role of science and technology innovation ability of double first-class universities in promoting economic development.Secondly,combined with the literature research method,this paper analyzes the current situation of the influence between the domestic and foreign government scientific research investment and university scientific and technological innovation output,respectively from the influence between the two and how scholars select indicators,which lays an important theoretical foundation for the related research of this paper.At the same time,the paper describes and analyzes the current situation of the government’s scientific research input,scientific and technological innovation output,government’s scientific research input and scientific and technological innovation output of double first-class universities from 2010 to 2017.In addition,this paper introduces the threshold regression model in detail.Referring to Hansen panel threshold regression model,this paper selects the data of China’s double first-class universities from 2010 to 2017,and from the perspective of academic value and economic value,divides the scientific and technological innovation output model into knowledge-based scientific and technological innovation output model and economic scientific and technological innovation output model,and takes the government’s scientific research input intensity as the threshold variable Panel threshold model is used to analyze the "threshold effect" of government scientific research input on the scientific and technological innovation output of double first-class universities.Through the relevant research,it is found that there is a significant double threshold effect between the government’s scientific research investment and t he output of knowledge-based scientific and technological innovation of double first-class universities;there is a significant single threshold effect between the government’s scientific research investment and the output of economic scientific and techno logical innovation of double first-class universities.In addition,in the process of increasing the intensity of government scientific research i nput,the impact of government scientific research input on the output of knowledge-based scientific and technological innovation of double first-class universities is from the positive effect with smaller coefficient to the positive effect with larger relative coefficient,and then gradually to the negative effect with smaller coefficient.The full-time equivalent of entrusted funds and R & D personnel of enterprises and institutions has no significant difference It has a great influence on the society.With the increase of the intensity of government’s scientific research input,the impact on the output of econom ic scientific and technological innovation of double first-class universities shows a rising positive effect,and the entrusted funds of enterprises and institutions and the full-time equivalent of R& D personnel have a significant positive effect.Then,according to the threshold values of the two models,the threshold range is divided,and the colleges and universities in the optimal threshold range are studied and analyzed.According to the research results and analysis of the threshold model,the corre sponding countermeasures and suggestions are put forward. |
