With the continuous expansion of the level of reform and opening up,China’s economic and social development has changed from high-speed development to high-quality development.The living standards of the Chinese people have gradually improved and reached a well-off level,and the sense of happiness has continued to rise.However,the work of farmers is a special group that has made great contributions to economic and social construction,and their legitimate rights and interests have not been well protected.With the incident of migrant worker Xiong Deming asking for salary in 2003,there are still many migrant workers who are unable to get their wages to petition the petition department,and even serious mass incidents have occurred.The frequency of migrant workers asking for wages has aroused widespread attention from the government,the public,and the media.After understanding and sorting out the problem of migrant workers’ wage arrears,it is clear that the relevant government departments,as the main body of migrant workers’ wage arrears management,are duty-bound.Therefore,research on how to improve the implementation of the government’s migrant workers’ wage management policy and solve the problem of wage management has now been studied and worked hard to solve the problem of a focus.Through searching and sorting out numerous relevant documents,comprehensively integrating the actual situation of China’s policy implementation,based on the Smith policy implementation model,and learning from several other policy implementation models,a new implementation model that affects the governance policy of migrant workers’ wages arrears is constructed.Based on the constructed model,research hypotheses are proposed:(1)The clarity of policy objectives and standards has a positive influence on policy execution;(2)The adequacy of policy resources has a positive influence on policy execution;(3)The reasonable degree of organizational structure has a positive influence on policy execution;(4)The preference of the executive body has a positive influence on policy execution;(5)The suitability of the system environment has a positive influence on policy execution relationship.Use questionnaire survey method to obtain the data needed for research.Use SPSS22.0statistical analysis tools to sort out the collected data and perform descriptive statistics,correlation analysis and regression analysis;use the data analysis software AMOS26.0 to construct a structural equation model,and then test the proposed research hypotheses on this basis.Based on the two data analysis,it is verified that the five factors have a positive influence on the implementation of the migrant workers’ wages arrears governance policy in S City,and the following conclusions are drawn:(1)The implementation of the migrant wages governance policy is affected by multiple factors Impact;(2)Optimizing policy objectives and standards,policy resources,organizational structures,policy implementation subjects,and system environment have a positive effect on the implementation of migrant workers’ wages arrears policy;(3)Policy resources have a positive effect on migrant workers’ wages management policy The executive power has the greatest impact;(4)The executive power of the migrant worker wage management policy is less affected by the system environment. |
