Research On Solutions To The Problem Of Peasant Workers’ Wages Arrears Based On Blockchain Technology

In recent years,with the development of urbanization in China,the problem of migrant workers has become increasingly prominent,among which the problem of wage arrears is particularly serious.Although the government issued a number of policies and regulations,there is still no cure for this problem.With the rapid development of blockchain technol-ogy,it has been applied and achieved results in many industries such as finance,medical treatment and education.Whether it is feasible to use blockchain technology to solve the problem of wage arrears of migrant workers is a question worth thinking about,and it is also the purpose of this paper.At first,this paper applies the method of questionnaire investigation,the analysis shows that the current situation of migrant workers’ wage arrears is high frequency,long time and large amount,it has seriously affected the lives of migrant workers,social stability and the process of socialist modernization,however,the current countermeasures exist such problems as information asymmetry,the difficulty of enterprise capital supervision,the lack of evidence for the rights protection of migrant workers who do not sign the contract,and the high cost of rights protection,to demonstrate the necessity of solving the problem of unpaid wages for rural migrant workers.Secondly,through the literature analysis and case analysis,the following conclusions are drawn.(1)Theoretically,blockchain has the characteristics of decentralization,imtamper,traceability and decost,which can achieve information sharing on the chain,ensure the authenticity of information such as enterprise capital income and expend-iture and government exercise right,realize the traceability of labor contract and salary data,and save the cost of rights protection for migrant workers and the society as well as the financial cost of enterprises.In advance,in the process and after the event,it can prevent the problem of wage arrears of migrant workers,and also reduce the burden of migrant workers,society and enterprises.The application of block chain technology can solve the deficiency of the current countermeasures.(2)In practice,blockchain technology has been applied to wage payment of migrant workers in Xiong’an New Area,labor contract,salary informa-tion,project progress and other related information can be obtained through the chain,it has achieved scientific bidding,rapid financing,transparent transaction,reliable information,penetrating supervision and low cost,since the establishment of the new district,there has not been a case of wage arrears.Theoretically and practically,it is feasible to solve the problem of wage arrears for migrant workers based on blockchain technology.Finally,this countermeasure still has many tests,its long-term devel-opment must adopt effective strategy.The government and universities should help each other to cultivate talents to meet the demand for high-end talents in the development of blockchain;The government and banks cooperate to invest funds to meet the capital needs of blockchain development enterprises;The government and enterprises will collaborate to strengthen legislation and enforcement to meet the regulatory require-ments for blockchain development;Deepen the application of blockchain technology to benefit migrant workers and all walks of life.
