The proposal of Made-in-China 2025 plan and Rural Revitalization Strategy indicates that China has entered a new journey of new technology and new industry.In order to achieve a win-win situation between urban and rural areas in the new era,migrant workers,as an important link between urban and rural areas,play an important role in the supply of labor.At the same time,under the background of the transformation and upgrading of urban industries,the integration of rural industries and the quality of economic growth,which put forward the corresponding characteristics of creativity and skills to the labor force,only when the employment quality of migrant workers is improved,can they become the solid industrial backing of China’s Made 2025,and can they also be the absolute leader of the integration and development of rural industries.Improving the quality of employment requires higher employability.Therefore,how to improve the employability of migrant workers so as to reduce the restrictions on their free flow among industries and effectively improve the quality of employment of migrant workers is the focus of current attention.Due to the limitation of their own inherent cultural conditions,the level of employment quality of migrant workers is low,which is manifested in the poor survival ability to obtain higher income,insufficient enjoyment of social guarantee of Fair Rights and interests,and limited development space for promotion.Rural vocational education and training,as a kind of education type with both "supporting the will and wisdom" and the closest connection with the transformation of economic development,has a unique function in improving the vocational skills of migrant workers,enhancing the quality of their labor force and promoting the realization of the improvement of the quality of employment.However,due to the shortage of education funds in rural areas,the internal structure of Vocational Education in different regions and even in rural areas is not matched,the market mechanism weakens and restricts the sources of funds and other issues,resulting in uneven opportunities for migrant workers to receive vocational education and training,relatively concentrated content,resulting in low returns on rural labor education,and the financial investment mechanism of vocational education does not better guide rural occupation.The development of education.With the help of CFPS database and on the basis of the theory of public education investment,this paper draws a conclusion that compared with rural compulsory education investment,rural vocational education investment and transfer of labor training investment have a greater impact on improving the quality of employment of migrant workers,and overall,the central region and the secondary industry still have a greater capacity to receive migrant workers’ labor.In view of this,this article will focus on Focusing on the investment of rural vocational education and training,it is suggested to optimize the financial investment mechanism of rural vocational education from the aspects of defining the expenditure responsibility of governments at all levels,improving the allocation of educational financial resources and broadening the channels of educational investment,so as to give full play to the role of educational finance in ensuring the vocational education and training of migrant workers,so as to promote the improvement of employment ability of migrant workers and change the quality of labor supply.In order to improve the quality of employment,the transformation and upgrading of migrant workers’ human capital will be realized.
