| The industrial structure is the skeleton system of the economy,the layout is reasonable or not directly affect the development speed of the whole national economy,benefit and direction.The adjustment of industrial structure is an inevitable phenomenon in the process of economic development,is further adapted to important changes in production relations.Industry structure adjustment speed,quality has a decisive effect on the regional economy development.The adjustment of industrial structure is a dynamic process,is restricted by resources endowment,technological progress,restricting the supply and demand structure,institutional arrangements and other factors,the labor force as an important resource,the number of its supply,structure and quality will have an important impact on the quality of the adjustment of industrial structure.Migrant workers is an important part of the industrial workers,should not be overlooked in the town in the development of social economy.After the Third Plenary Session of our Party's Eleventh Central Commit tee,with the deepening of reform and opening up,and the gradual release of labor mobility system,a large number of surplus rural labor force is going to work in cities and towns,which have made important contributions to the urbanization,industrialization and economic development of our country.But the majority of migrant farmers did not really enjoy the results of the development of the city,but free from the edge of the urbanization,the working environment,wages and living environment of migrant workers are still relatively poor,and their children's education level is relatively low.Overall,the quality of employment of migrant workers is still relatively low,which seriously affected the process and quality of the adjustment of industrial structure.The Eighteenth National Congress of the CPC proposed to orderly promote the transfer of agricultural population of people,which is an important strategic decision made in the implementation of China dream journey,and is the key to continue to further promote the construction of urbanization,and high quality employment is the guarantee for citizenization of migrant workers.As with the previous reform of the household registration system and the reform of the residence permit system,the orderly promotion of the citizenization of the agricultural transfer of the population is an important measure to gradually solve the dilemma of migrant workers.It should be said that the institutional barriers of migrant workers are gradually broken,how to effectively improve the quality of migrant workers' employment is still a big challenge and difficult problem for the government departments.The coordinated development of Beijing-Tianjin-Hebei as a national strategy is the important layout of the Central Committee of the CPC to further enhance the quality and level of economic development in the new situation.This paper consists of 7 chapters:The first chapter is the introduction,puts forward the background and significance of the study,defines the basic concepts,introduces the research,research methods and research ideas,and the focus,difficulty and innovation point of the study,points out the limitation of the study and future research trends.The second chapter is the introduction of the theoretical basis,provides theoretical support for the follow-up study.Combs the theory of labor flow,the theory of industrial structure adjustment,the matching theory of industrial structure and employment structure,the theory of human capital and the theory of social stratification,and gives a brief review,and puts forward the Enlightenment of these theories to this study.The third chapter analyzes the background and trend of the adjustment of the industrial structure of Beijing-Tianjin-Hebei,and expounds the influence of the financial crisis,the arrival of the low carbon economy and the era of industrial 4 on our country's economic growth.Points out that the adjustment of industrial structure is the need to deal with the profound changes in the environment at home and abroad.At the same time,the necessity and practical feasibility of the adjustment of industrial structure in Beijing-Tianjin-Hebei is analyzed.It is concluded that the three industries have obvious regional differences,high industrial structure convergence and industrial gradient differences.It is pointed out that the three places of Beijing-Tianjin-Hebei should give full play to their respective advantages,rationally determine the industrial orientation,form a reasonable industrial division of labor and cooperation chain,and realize the dislocation development and synergistic development.The fourth chapter analyzes the mechanism of the adjustment of Beijing-Tianjin-Hebei Industrial Structure to improve the employment quality of migrant workers.First,it analyzes the influence factors of the adjustment of industrial structure in Beijing-Tianjin-Hebei,and points out that the non-capital function of Beijing has brought complexity to the adjustment of industrial structure in Beijing-Tianjin-Hebei except for the general factors such as consumption structure,resource status,industrial policy and international trade.Secondly,the factors that impede the improvement of the employment quality of migrant workers in Beijing-Tianjin-Hebei are analyzed.It is pointed out that the removal of the non-capital function of Beijing forces a large number of industries to transfer to Tianjin and Hebei,and the related migrant workers are forced to change employment areas and jobs,which will bring great challenges to the improvement of employment quality in the short term.Third,it analyzed the mechanism of the impact of Beijing-Tianjin-Hebei Industrial Structure Adjustment on the quality of migrant workers' employment.The fifth and sixth chapter are empirical analysis.The fifth chapter analyzes the present situation of the employment quality of migrant workers in Beijing-Tianjin-Hebei by questionnaire,and constructs a model of the influence factors of the employment quality of migrant workers in Beijing-Tianjin-Hebei.The model includes 6 first grade indicators and 24 two level indicators,and analyzes the differences in the cognitive differences of the influence factors on the gender,age,working years and education level,and so on.On the basis of the previous analysis,the sixth chapter constructs the measurement index system of the adjustment status of Beijing-Tianjin-Hebei Industrial Structure and the improvement of the employment quality of migrant workers in Beijing-Tianjin-Hebei,and tries to measure the impact of the industrial structure adjustment of Beijing-Tianjin-Hebei on the employment quality of migrant workers and the dynamic relationship between the two,and concludes that the adjustment of the industrial structure of Beijing-Tianjin-Hebei has a significant impact on the employment quality of the migrant workers.There is a strong correlation between the adjustment of industrial structure of Beijing-Tianjin-Hebei and the improvement of the quality of employment of migrant workers,and it is a cause and effect.A dynamic relationship model is built between the adjustment of industrial structure of Beijing-Tianjin-Hebei and the improvement of the quality of migrant workers' employment.The seventh chapter is the research conclusions and policy recommendations.First,it summarizes the research findings in this paper.Second,it puts forward the basic framework and key measures to improve the employment quality of migrant workers.According to the research conclusions,it gives the way to improve the employment quality of different classes of migrant workers,and points out that the improvement of the employment quality of the migrant workers in Beijing-Tianjin-Hebei must be based on the adjustment of the industrial structure of Beijing-Tianjin-Hebei.Efforts should be made to solve the education problems of the new generation of migrant workers' children and increase support for migrant workers' Entrepreneurship support.The study has the following three innovations:One is the study angle of view.The adjustment of industrial structure in Beijing-Tianjin-Hebei is accompanied by the transformation and upgrading of traditional industries and the non-capital function of Beijing.It is a systematic and complex process to remove the non-capital function of Beijing,which involves a wide range of aspects.Beijing needs to solve the industry which is not closely positioned by the capital function.It needs to undertake the industries transferred by Beijing and upgrade the industry.Therefore,the adjustment of the industrial structure of Beijing-Tianjin-Hebei will certainly bring new challenges to the employment quality of the migrant workers in Beijing-Tianjin-Hebei,and influence the improvement of the employment quality of the migrant workers.This paper studies the improvement of the employment quality of migrant workers under the background of industrial restructuring in Beijing-Tianjin-Hebei.No one has yet to study it.Two is the research theory.Based on the factors model of the employment quality of migrant workers in Beijing-Tianjin-Hebei,this paper builds a measurement model of the employment quality improvement of migrant workers in Beijing-Tianjin-Hebei,enriches the theory of the research on the employment quality of migrant workers,and has a high reference value for the future research.The model includes 6 first level indicators,13 two level indicators,including pay and benefits,work environment,career development,rights and interests protection,living environment and macro policy.Three is the study point of view.This study uses data analysis to draw a conclusion that the improvement of the employment quality of migrant workers and the adjustment of industrial structure between Beijing-Tianjin-Hebei is a causal relationship,and a dynamic relationship model is established.The optimization of the adjustment of industrial structure in Beijing-Tianjin-Hebei will create more jobs and improve the economic benefits of the economy.It will further improve the ecological environment,reduce environmental pollution,and promote the improvement of the employment quality of migrant workers.The improvement of the employment quality of migrant workers shows that the improvement of labor income will increase the investment of human capital,and then constantly improve their own quality,adapt the demand of industrial structure adjustment to high quality labor force and promote the adjustment of industrial structure. |
