In recent years,along with the national promulgation "prohibits the primary and secondary school teacher to make up lessons with compensation" the regulation.Then,provinces and cities across the country have also introduced relevant regulatory measures,but the actual situation is far from the expected effect of government regulation.Although the country is concerned the branch emphasizes quality education again and again,but active enter a higher school system brings about mark highest,exam mark became the sole standard that enter a higher school.At the same time,with the rapid economic development of liaoning province,parents pay more attention to the education of their children,and there are economic conditions to support children to participate in paid remedial classes,resulting in a huge market demand for paid remedial classes.At the same time,under the current teacher salary standard,the salary level of primary and secondary school teachers in liaoning province is relatively low.Under the huge market demand,teachers face the dividend brought by the market demand.Even in cases of government regulation and possible reputational damage.There are still some teachers willing to take the risk to carry out private activities related to compensatory classes.This paper takes the government regulation of paid remedial lessons for primary and secondary school teachers in liaoning province as the research object,defines the concept of paid remedial lessons for teachers and government regulation in combination with relevant theoretical concepts,combs the development of primary and secondary schools in liaoningprovince and the current situation of government regulation,and analyzes the government regulation from the perspective of principal-agent game.This paper analyzes the inconsistency between the government goals and schools in the government supervision of the compensated remedial teachers,constructs the principal-agent model between the government and schools,finds the optimal solution of the school supervision behavior mainly through the expected utility function,and finds an effective method to improve the consistency between the government and schools supervision goals.Taking into account relevant variables,the greater the intensity of investigation and punishment by government regulators,the less likely the teacher is to complete the best paid remedial course.The more severe the penalties imposed by government regulators on teachers who break the rules,the less likely they are to be paid to make up lessons.The greater the negative influence of the paid make-up,the less the possibility of the paid make-up.The greater the extra benefits teachers get from compensated tutoring,the higher the cost of government supervision will be,and the greater the possibility of teachers' compensated tutoring will be.The more the extra income teachers get from the paid remedial education,the more the possibility of the optimization of government supervision will be.The higher the probability of teachers' paid remedial behavior,the higher the possibility of government supervision optimization.The higher the penalties for teachers who break the rules,the less likely it is that the government will optimize regulation.The more aggressively the government investigates and punishes violations,the less likely it is to exercise its best oversight.The more expensive it is to deal with teacher accidents,the less likely it is to be the best government regulator.It is hoped that the study of this paper can provide a new perspective for the analysis and understanding of the paid make-up lessons of primary and secondary school teachers in liaoning province.At the same time,it also provides a new idea and solution for the liaoning provincial government tosupervise the paid supplementary lessons for primary and secondary school teachers.
