Preschool education plays a fundamental role in the service system of public education in China,and is the first and indispensable stage to realize the all-round development of people.After the founding of new China,the party and government attached great importance to the cause of preschool education.As a part of the socialist education system and system,the party and government generally established it in the whole country.But due to the underdevelopment of our preschool education and the influence of special historical environment,the overall development level is not high.Entering the twenty-first Century,as the state gradually increased investment in education,the cause of preschool education has made great progress.However,in the stage of relative compulsory education,the development of preschool education still faces many difficulties.Especially with the deepening of market-oriented reform,various kinds of private kindergartens are springing up.Their educational quality supervision is becoming more and more prominent.It has been widely concerned by all levels of educational administration,academia and the whole society.Since the eighteen Party's Congress,the Party Central Committee with Comrade Xi Jinping as the core adheres to the people centered development concept and focuses on the people's satisfaction of preschool education,and the early childhood education has made historic achievements.In 2016,there were 240 thousand kindergartens in the country,an increase of 59 thousand compared with 2012,an increase of 32.6%,and 44 million 139 thousand children in kindergartens,an increase of 7 million 281 thousand compared with that in 2012,an increase of 19.8%.In the first three years,the rate of gross enrollment reached 77.4%,increased by 12.9 percentage points in 5 years,and completed the 70% basic popularizing goal determined by the outline of education plan ahead of schedule.It also surpassed the average level of 73.7% in middle and high income countries.By vigorously building public parks and supporting inclusive private gardens,we have expanded the inclusive preschool education resources.Meanwhile,we also put forward new and higher requirements for the education quality supervision of the private kindergartens which are expanding in number and scale.To meet the people's growing demand for high-quality preschool education,to improve the teaching quality as the starting point to deepen the reform of kindergarten education,not only to ensure that the "Park",also to achieve "good garden".The nineteen Party Congress,to protect and improve people's livelihood in the development,in child education,education,employment,medical and old-age care,and housing,new progress has helped to ensure the weak,people have more gain a sense of sharing.This has pointed out the direction for optimizing and innovating the supervision system and mechanism of the quality of private kindergarten education in China,promoting the system of pre-school education governance and the modernization of governance ability.Based on the spirit of thought and the socialist party China characteristics of Xi Jinping new age nineteen as a guide,in accordance with the Party leadership,government responsibility,social coordination,public participation and the rule of law for the guarantee of public management from the theoretical perspective of multi governance,studies the problem of restricted private kindergartens to improve the quality of education and the healthy and orderly development of the supervision system fragmentation,supervision and focus on a single,on the basis of case analysis and empirical research on the multiple more holistic and systematic governance path.The paper is divided into five parts,the first part is the first chapter,the research background,research materials and lines are briefly discussed;the second part is the second chapter,to explain some important concepts,and discusses the connotation and significance of the related theory;The third part is the third chapter,which is based on the research data and materials of Wuhan city,and the situation and existing problems of education quality supervision in the private kindergartens in Wuhan city.The fourth part namely chapter four,on the domestic private kindergarten education quality supervision mode to comb and reference,from concise for the non-governmental preschool education in wuhan city quality supervision can copy can promote experience.The fifth part is chapter five and chapter six,respectively from the government leading,market regulation and,in the perspective of social coordination for multiple subject combined regulation the countermeasures and Suggestions of private kindergarten education quality in Wuhan city.
