Along with the age of the economy, the information and the internet, the development pattern of the global economy is high-speed and jumping, which make the competition of resource among the countries and regions more and more pressing,especially the competition of the human resources is intensified. Therefore, the positive research of the talent management performance in national and regional is benefit for attracting developing efficiency of talents, which have a great significance for promoting the development of countries and regions. The center city of the Bohai Sea economic, Tianjin, which is the center of country's northern international shipping logistics, at the same time it is the intersection of the “one way one area” and core city of the Beijing-Tianjin-Hebei economic zone, need enough momentum and a solid foundation to support and help the development of its strategic role, so the talent management is crucial for this process. Tianjin, which is an important municipality of our country, has certain advantages in attracting, gathering talents, but Tianjin also has its own disadvantages when compared with other municipalities such as Beijing,Shanghai and Chongqing. In this study, we can find the advantages and disadvantages of Tianjin in talent management by comparing with talent management performance in Beijing, Shanghai and Chongqing. At the same time we can promote the healthy development of the talent management in Tianjin by putting forward the corresponding policy.The study constructed the performance evaluation index of talent management system through the definition of concept, the analysis of theory, current research review and experts screening on the basis of reviewing and summarizing the related research achievements. Then we find out the fundamental problem of Tianjin talent management work by carrying on the investigation and data collection of four municipalities: Beijing, Tianjin, Shanghai and Chongqing, using the variation coefficient method to determine the index weight, and carrying on the comprehensive evaluation and comparative study of performance of talent management in Beijing,Tianjin, Shanghai and Chongqing through the gray correlation analysis. At last, we put forward the suggestions of corresponding policy, point out the shortage of currentresearch and the prospect of future research.The study of Tianjin talent management had found problems such as the relative lack of high-end talent, low ability to attract talents, low utilization efficiency of top talent and poor in talent management and service efficiency in this study. On the basis of the research results, this study assure Tianjin keep talents competition advantage by putting forward the suggestions such as improving the policy of talent, putting guarantee policy in place, improving the mechanism of introducing talents, enhancing the quality of training, optimizing the talent service system and making Tianjin to be a beautiful city.
