| Vocational skill appraisal is an important means of evaluating workers’ professional level,which determines the level and level of workers.However,the rapid economic development accompanied by the lack of vocational skills appraisal management makes the problem of poor standardization and low gold content of vocational skills appraisal particularly prominent in China.This paper takes the management of vocational skill appraisal in Shenyang as the research object,through the analysis of the problems and causes of the management of vocational skill appraisal,explores the effective countermeasures of the management of vocational skill appraisal in Shenyang,in order to promote the healthy and orderly development of the management of vocational skill appraisal in Shenyang.Firstly,through literature analysis.this paper studies this issue on the basis of drawing lessons from the research results of vocational skill appraisal management at home and abroad.This paper scientifically expounds the theory of vocational skill appraisal management and new public management,and expounds the current situation and advanced experience of vocational skill appraisal management at home and abroad,which provides theoretical and practical basis for later research.Secondly,this paper analyses the current situation of Shenyang vocational skill appraisal management process,practical measures and specific results through field research,and draws the conclusion that there are some problems in Shenyang vocational skill appraisal management,such as imperfect management system,limited management implementation,weak appraisal foundation management and lack of appraisal results.Lack of the objectivity.Thirdly,through the method of induction and analysis,this paper summarizes and analyses the data of appraisal number,rank distribution,job type distribution and student source distribution in Shenyang in the past five years,and systematically analyses the causes of the problems of appraisal management of Vocational skills,which are respectively due to the lack of effective system construction in management,the lack of innovation in management methods and methods,and the lack of basic management.Insufficient investment and lack of quality control management.Finally,on the basis of systematic research,this paper draws a conclusion that to improve the management level of vocational skill appraisal in Shenyang,we need to start from four aspects:system,process,infrastructure and appraisal results.Specifically:improve the relevant system of vocational skills appraisal management;optimize the implementation process management of vocational skills appraisal;increase investment in basic management of vocational skills appraisal;strengthen the quality control management of vocational skills appraisal results.Through the systematic research on the management of vocational skill appraisal in Shenyang,this paper guarantees that the work of vocational skill appraisal in Shenyang can be effectively standardized,and further improves the professional quality of workers in Shenyang,so as to provide experience for improving the work of vocational skill appraisal in China. |
