| This research regards “National Skill Strategy of the UK since the 21 st century” as the research object,and takes the reform the practical reform of skills education and training in the UK since the 21 st century as the realistic basis.Through the interpretation and extraction analysis of 30 selected skills policy texts,this research explores the generation motivation of UK skills strategy,sorts out the evolution process of UK skills strategy,summarizes the content framework of UK skills strategy,and explains the characteristics of UK skills strategy,summarizes the successful experience of UK skills strategy,and provides a mirror for the formulation and implementation of China’s skills strategy.Specifically:The first chapter mainly introduces the research background.The topic of this paper is based on the fact that all countries in the world are facing the problem of skills shortage,and have formulated skills strategies to improve the skill level of the whole people and alleviate the skills shortage.Therefore,it is of great theoretical and practical significance to study the UK skills strategy.At the same time,this chapter briefly introduces the main research content.The second chapter mainly analyzes the development background of the UK national skills strategy.Combined with the actual situation of the development of skills in the UK since the 21 st century,this paper adopts the multi-source theory to systematically analyze the reasons for the continuous implementation of skills strategy in the since the 21 st century from three aspects: the source of problems,the source of policies and the source of politics.The third chapter mainly focuses on the evolution of the UK national skills strategy since the 21 st century.Based on the text analysis of 30 policies,with the help of Nvivo 12 qualitative analysis software,taking the constituent elements of the skills strategy,namely,objectives,themes and means as the content analysis dimension,this paper expounds the evolution process of the British skills strategy through the keyword retrieval and combining with the economic,political and educational development background of the United Kingdom,so as to grasp the historical changes of the British skills strategy from the historical dimension.The fourth chapter mainly summarizes the content framework of British national skills strategy since the 21 st century.Based on the skills strategy framework proposed by the Organization for Economic Cooperation and Development(OECD),namely,the three related fields of skills development,skills activation and skills use,this paper comprehensively analyzes the series of skills policy texts and skills reforms issued by the UK since the 21 st century,which aims to construct the content framework of the British skills strategy since the 21 st century.The fifth chapter mainly summarizes the basic characteristics of Britain’s national skills strategy since the 21 st century.Based on the change process and content framework of British skills strategy since the 21 st century,through the qualitative analysis of the text,the basic characteristics of British skills strategy are summarized.The sixth chapter mainly explores and summarizes the beneficial experience of the British skills strategy,combines the current situation of China’s skills reforms and skills social construction to analyze the enlightenment of the British skills strategy to China and provide reference for the formulation and implementation of China’s skills strategy in the new era. |
