| In the era of rapid development and innovation of science and technology,the competition between countries and regions is ultimately the competition between talents.As the "first resource",talent resource is becoming more and more important.Who has excellent talent resources,has a strong team of high-quality talents,who can have an advantage in international and regional competition and win the initiative.Only by comprehensively implementing the strategy of talent leading development,strengthening talent education and training,improving the scientific level of talent work,and building a first-class high-quality talent team,can we provide a lasting and strong fundamental power for regional development.Taking Fenxi County,Xi county,Yonghe County,Daning County and Ji county,five national poverty-stricken counties in Lin Fen City,as examples,this paper studies the current situation of human resource development by using the new public management theory.It is pointed out that there are mainly problems such as less talent resources,low level and uneven distribution;difficulty in talent introduction,small quantity and mismatch;less talent resources,low level and uneven distribution;difficulty in talent introduction,small quantity and mismatch;more brain drain,slow cultivation and fault.Based on the analysis of the reasons,the paper points out that the lack of human resources development in five counties is mainly due to the limitations of natural environment,the shortage of resources and funds,the limitation of development space,the lack of policies and systems,and the backward management mode.In view of the reasons found out,under the guidance of the basic idea of the new public management theory,this paper puts forward some countermeasures,such as building a platform,opening up a wide range of channels to attract talents,optimizing the environment,building a nest to attract talents,precise docking,combining hardness with softness in the use of talents,teaching people to fish,passing on new talents,improving the mechanism,and managing talents in multiple ways,so as to improve the effectiveness of human resource development in five counties For reference.From the perspective of the new public management theory,this paper applies it to the development of local human resources,and examines the role of local government departments in the development of human resources and the changes needed to be made.At the same time,it puts forward corresponding strategies and provides some practical guidance. |
