Along with the rapid economic development, China is facing a serious shortage of senior reserves. At the same time, the continuous improvement of living standards lead people to the life expectancy of rising longevity, then a large number of older people are retired idle. But many old human resources in retirement hope that they can obtain employment for economic compensation again through any ways, in order to achieve their own value, and this creates a tremendous waste of talent resources, especially the higher education of talents, whose ability is released in the shorter period, their own value of time is also shorter. So how to fully develop old talent resources becomes a focus attention seriously. It is of vital importance to ease the contradiction of talent shortage, to actively respond to implement the scientific development of aging population, and to realize the construction of a harmonious society. The development of the old talent resource in our country has made some achievements, but the problems are not allowed to ignore:the development of elderly talents resource is not balanced. The talent market mechanism imperfect. Older human resource development is lack of unified leadership. The causes of the problems are various including the shortage of various government heavy "raise" and not heavy development, the shortage and mistake made by the society for the elderly in the inventory of talent resources and value estimate, and the thought the influence of planning economic system by themselves, etc. According to the obstacles of the development of human resources, this paper factors by using for reference of foreign some successful experience, put forward the old talent resource development of specific measures, mainly strengthen the propaganda education, break all sorts of thought erroneous zone, and build old talent resource development of the good society public opinion environment. The government should play the role in the development of old talent resource, and the guiding role of human resources for scientific management. We should also increase the market for elderly talent resource development, so as to achieve the leading function old talent resource development of the market and industrialization. Old people should continue to improve their own quality to realize its own value with a more positive attitude to participate in the society.
