Research On The Management Of Scientific Research Funds Of Local Universities Based On Performance Evaluation

Science and technology are the primary productive forces,and innovation is the primary driving force for development.Strong scientific and technological strength is not only an important driving force for a country’s economic and social development,but also an important guarantee for national defense construction and national security protection.With the deepening of the strategy of "rejuvenating the country through science and education",the state’s investment in scientific research funds of universities is increasing day by day.How to manage and make good use of the large amount of scientific research funds in a reasonable and compliant manner,so as to produce the maximum output,has become the focus of attention in colleges and universities.In this paper,after consulting many domestic and foreign literatures related to the management of funds for scientific research projects of universities and the performance evaluation of scientific research projects,and sorting and summarizing them,taking local universities S as an example to construct performance evaluation indicators and make empirical evaluation.Based on the interviews with some scientific research managers,financial staff and researchers in universities through telephone and face-to-face communication,it is found that the fund management of scientific research projects in S university mainly lacks a medium-and long-term performance evaluation system.Low conversion rate of scientific research;Unreasonable budgeting for scientific research projects;Scientific research surplus fund management is not standard;Long approval cycle for financial reimbursement;The level of information construction is not high.According to the problems existing in the management of scientific research funds of universities,with the help of the management method of scientific research performance evaluation,Suggestions are put forward to improve the management of scientific research project funds of S university,including: establishing and improving the performance evaluation system;Accelerating the conversion rate of scientific research achievements;To standardize the budget of funds;Improving the efficiency of the use of funds;Fully implement the research assistant system;Build a data sharing platform;Change management philosophy.
