Study On Performance Evaluation Of Scientific Research Funds In Universities Of Science And Technology

China's universities are important bases for the invention and creation of science and technology,and are the key force to guide the development of science and technology in China.In recent years,the research foundation of our country has been increasing year by year,but the scientific research output of higher education has failed to increase.There is a lost redundant or wasteful use of research foundation.Therefore,it is necessary to evaluate the research foundation of China's universities.This thesis selects research institute of universities as the research object,designs indicators,analyzes application performance evaluation model.Then,this thesis puts forward the corresponding countermeasure based on the conclusion and provides some suggestions for the relevant departments to optimize allocation of foundation.This thesis evaluates the research foundation of science and technology universities.Specifically,this thesis divides research foundation in accordance with the expenditure structure to select input indicators and divides research foundation in accordance with the research achievements of the categories to select the output indicators,and then establishes evaluation index system of scientific research foundation performance.This thesis uses the DEA model and the superefficient DEA model to analysis the statistical data from 2012 to 2016.of university of science and engineering,which are directly under the ministry of education.The results show that in the five years between 2012 and 2016,the level of performance of the 27 universities of science and engineering is in an unstable state.From 2012 to 2016,expenditure in colleges and universities of science and engineering of our country having increased year by year,however,research performance is not ascending simultaneously because of the increase of scientific research foundation.This suggests that the scientific research performance not only has close relationship with input of scientific research foundation,as well as the scientific output.In addition,the analysis of pure technical efficiency indicates that some colleges are effective in the management of scientific research,and the efficiency is higher.The scale efficiency analysis shows that some universities have insufficient investment in scientific research.The projection analysis shows that the expenditure of research foundation in the terms of business fees and transfer units is redundant and leads to waste.Scientific research output is inadequate in the aspects of monopoly and patent transfer income,which leads to low performance of research foundation.The breakthrough of this thesis is that the evaluation of scientific research foundation by the same type of colleges and universities makes the conclusion of the analysis more comparable.Secondly,the performance evaluation index system,which reflects the characteristics of the university,makes the evaluation index more relevant.Thirdly,this thesis introduces super efficiency DEA model to distinguish some units which are not distinguished by DEA,realizes researching performance comparison for all decision making units.
