| The adequate solution of the minority employment issue is an objective requirement to promote national unity,maintain social stability in Xinjiang and main prolonged stability.Even if Xinjiang Government pays high attention to minority employment,the minority employment situation is still extremely severe.In fact,lagging and unbalanced state of employment structure isn’t improved at all.Such a situation will directly affect incomes and socioeconomic status of minorities.Under the background of economic transformation and upgrading,due to the lower employment ability and weakness of marketized power on the preferential employment policy,the minority employment situation will be severe.As a result,to study the evolvement rule of minority employment structure,reasons for lagging behind,optimization path and policy safeguard develops the important significance on promoting optimization transformation of Xinjiang minority employment structure,realizing full employment of minorities,and finally realizing social stability and lasting political stability in Xinjiang.In this thesis,demographic census data are used to inspect the status and problems of Xinjiang minority employment structure.By referring to existing theoretical foundation and research achievements,influence factors of minority employment structure are conducted theoretical analysis.Based on it,1328 questionnaires in 2018 are utilized to study the reasons for relatively lagging Xinjiang minority employment structure.At last,the optimization path and policy safeguard of Xinjiang minority employment structure are proposed.The research contents in this thesis are divided into seven chapters.Chapter one is the introduction,which introduces the topic background,research significance,research content and method,summarizes,concludes and reviews relevant literatures.Chapter two includes basic theory,which introduces the labor market equilibrium theory,labor market segmentation theory,and labor resource allocation theory,and summarizes minorities and employment structure.Chapter three utilizes demographic census data to analyze the status and evolvement rule of Xinjiang minority employment structure.Chapter four conducts theoretical analysis for minority employment and employment structure influence factors.Chapter five utilizes microcosmic survey data to do empirical analysis for influence factors of Xinjiang minority employment structure.Chapter six proposes the path selection and policy safeguard to optimize the minority employment structure.Chapter seven is the summary and prospect for the whole paper.According to the theoretical analysis and empirical analysis results,the following conclusions are drawn:(1)The lagging and unbalance of Xinjiang minority employment structure are objective truth.(2)The ethnic identity affects occupational acquisition to some extent,but it is not the primary cause to affect occupational structure difference of minorities.(3)Schooling and Chinese level are primary factors to affect occupational acquisition.The lower schooling and Chinese level make minorities keep in the bad situation in employment competition.(4)Institutional differences of construction corps and Autonomous region limit non-agricultural transfer of minority labor force.(5)Economic development level of regions with the minority population concentration is relatively lagging to limit the free mobility of minority labor force.Therefore,the author propose the three approaches of optimization paths to improve employment adaptability of minority labor force,create the harmonious employment environment,perfect minority employment preference system,(1)accelerate promotion and popularity of national common language characters,improving the national language level of minorities;(2)enlarge preference strength of term exam for minorities at all levels,Increasing educational opportunities for minorities;(3)accelerate the upgrading of the industrial structure in concentrated areas of ethnic groups,to achieve balanced economic development in all regions of Xinjiang;(4)Promote free flow of minorities between construction corps and Autonomous region,and Strengthen the integrated development of the construction corps and Autonomous region;(5)encourage free mobility of minorities between regions,and reinforce policy safeguard in minority exchange and integration. |
