Research On The Premise,Countermeasure And Risk Of Higher Education Docking Between China And Kazakhstan

"The Belt And Road" initiative is a great initiative for global common development.It provides an opportunity for promoting educational integration,educational cooperation and educational exchange.The international perspective of higher education plays an important role in national development,under the background of "The Belt And Road" initiative,the educational cooperation and exchange between countries has become an inevitable trend,and the educational cooperation between countries along "The belt And Road" has a very broad prospect.Since ancient times,Kazakhstan has been an important area for cultural communication.Among all countries along "The Belt And Road",Kazakhstan has a crucial strategic position.As an important hub connecting the "Silk Road",Kazakhstan is adjacent to the border area of China and has broad prospects for foreign cooperation and development of education.First of all,the long history of exchanges and good diplomatic relations between China and Kazakhstan are conducive to the docking of higher education between the two countries.From the perspective of the current basis of higher education cooperation between China and Kazakhstan,China and Kazakhstan have carried out a series of cooperation in the fields of Confucius Institute and Confucius Classroom,mutual research center,language talent training,inter school cooperation,and created a series of bilateral cooperation platforms.China and Kazakhstan have many needs in Vocational and technical personnel training,and the education development strategy is interlinked and consistent.The existing cooperation foundation has laid a good foundation for deepening the docking of higher education between China and Kazakhstan.Secondly,this study takes cultural identity,language services,policies,regulations and educational concepts as the premise of the docking of higher education between China and Kazakhstan.National cultural identity and multi-cultural understanding are the basis of higher education docking.Breaking through the supply predicament of language talents and training compound language talents are the media of higher education docking.Understanding the national education laws and regulations of both sides and making good communication of education policies are the guarantee of higher education docking.Establishing the sense of community of destiny and building a higher education community are the guidance of higher education docking.Then,on the basis of the analysis of the premise of higher education docking between China and Kazakhstan and the development strategy of higher education of both sides,the paper studies the countermeasures of higher education docking between China and Kazakhstan,such as improving the scholarship plan,promoting the flow of talents,training compound talents,mastering vocational skills,improving infrastructure,making up for the shortcomings of education,building a cooperation platform and opening up cooperation as a channel,highlight the characteristics of education and realize complementary advantages.Finally,combined with the reality of higher education docking between China and Kazakhstan and the experience in other fields,through the study of Kazakhstan’s economy,politics,culture,customs,history and other aspects,this paper explores the risk early warning and risk avoidance that China and Kazakhstan should pay attention to in the process of Higher Education docking,such as religious culture and customs,policies,regulations and legal provisions,education market,education quality and other aspects,guarantee the safety of higher education between China and Kazakhstan docking.
