Study On Re-employment Government Governance Of Land-lost Peasants

With the rapid development of economy and society,new urbanization has become an inevitable trend in the process of urban development.With the continuous expansion of urban scale,the phenomenon of land acquisition continues to occur,and a large number of peasants lose their land,and for this group,lost land means unemployment.After losing the land,the production and life style of this group has undergone a great change.When it flows to the society,it will bring many problems and intensify social contradictions.Although the land-lost peasants get the requisition land compensation,but the compensation is a one-time pay more,the lack of "independent made bloody" sustainable living source protection,so the problem of land-lost peasants has become a problem can not be ignored in the field of public administration,and to promote peasants re-employment is becomes the key to the question of government governance.This paper takes Fanjiatun town as an example to study the government governance of reemployment of land-lost peasants.Fanjiatun town fast urbanization,the urbanization rate is significantly higher than the same period of national level,the problem of land-lost peasants is still outstanding,and Fanjiatun town belongs to less developed areas,the regional characteristics of land-lost peasants is poor consciousness,lack of again obtain employment skills and lack of perfect social security,so the land-lost peasants Fanjiatun town of governance has a certain particularity and representative.This study selected the Fanjiatun town has four administrative villages or communities questionnaires,through detailed analysis of the questionnaire results,explores the land-lost peasants re-employment Fanjiatun town existing mechanism of government governance,analyzes the problems that exist in the government’s governance and the causes,by using the experience of other areas of government governance,combined with local characteristics and policy framework,the government put forward the control local peasants again obtain employment advice,such as establishing responsibility consciousness,strengthening policy propaganda,establishing and perfecting the social security system,peasants establish employment training cooperative governance mechanism and third-party supervision and evaluation mechanism,We should promote the modernization of the public employment service system for land-lost peasants,build a follow-up feedback mechanism for re-employment of land-lost peasants and encourage enterprises to create stable employment positions,so as to improve the mechanism and form sustainable and effective public governance measures.In this paper,based on the theory of government responsibility,and the theory of public employment services of public management theory,through reasonable using the literature research,questionnaire survey method and experience summary method research methods,such as face to face with the object of study and group,collect data,scientific analysis,hope to other less developed areas of land-lost peasants re-employment governance provides a general reference.This paper has made innovations in the research perspective and content.In terms of the innovation of research perspective,the traditional research on the re-employment of land-lost peasants focuses on the issue of re-employment.This research breaks through the traditional research paradigm from the perspective of the governance body and broadens the research dimension of the re-employment of land-lost peasants.In the research content of innovation,rare for land-lost peasants re-employment in less developed areas of governance,this study attempts to compensate for this,for Fan Gutun town economic underdeveloped regions in typical,explore similar to the current situation of the land-losing peasants re-employment in less developed areas and management advice,these Suggestions to a certain extent,has strong practicability and maneuverability,is an objective analysis of the theory of practice.
