| For the first time,the Report to the Eighteenth National Congress of the Communist Party of China clearly states that we should take "cultivating virtue and shaping personality" as the fundamental task of education.After years of exploration in theory and practice,this viewpoint has been reaffirmed and the understanding of the moral attributes of educational aims is deepened.The morality of educational purposes needs to be guaranteed by moral methods and processes of education.To ensure this,in addition to abiding the law,the baseline of social requirements,it is also necessary to consider relevant issues and requests,such as taking a committed political stand,ensuring the safety of theoretical work,nurturing core socialist values and protecting the rights for people to be educated.However,with the continuous development of education reform,various new technologies and methods are applied and numbers of education experiments are launched in a larger scale,the requests listed above are faced with new challenges.Education is a people-centered business.To answer the major questions of how to cultivate people,for whom,and what kind of people,the fault tolerance rate is extremely low.Two main issues should be aware of while calling for courageous reform in education development:the implementation of the national education aims and the protection of the right of the educated,the moral hazard of education activities should also be thoroughly considered.It is shown in theoretical research and practical investigation that the following three notable problems generally exist in the field of education: weak consciousness in moral hazard,the absence of moral hazard control mechanism and the general mindset of "emphasis on obligations over rights ".Therefore,it is necessary to construct a moral hazard early-warning mechanism under the legal framework to avoid moral hazard in educational activities and to regulate educational activities effectively(including educational system reform,educationaltheoretical research,and education experiments).This essay tries to establish a complete set of moral censorship that combines censors,content and procedures in the specific issues on political,ethical and rights protection of the educated.By doing this,it is conducive to ensure a committed political stand,nurture core socialist values,protect the rights for the educated and guarantee moral legitimacy of education,so as to promote the healthy development of educational reform,and achieve the goal of education morality.The operation of the moral censorship in education is based on three basic principles: the principle of political standing,the principle of respect and autonomy and the principle of non-maleficence.The basic requirement of the construction of the moral censorship is to enhance the awareness of moral review,clarify the legislative guarantee and improve the supervision system.To launch the censorship needs to establish education moral committee at all levels,from top to bottom,including the national education administration and schools at the forefront.The education moral committee should frame its supervision scope and content to determine its functions and work objectives according to the regulations. |
