| The humanities and social sciences is a very important part of scientific research.Its prosperity not only matters to the development of academic career,but also matters to the future and destiny of a country and a nation.Academic prosperity requires scientific evaluation methods.Peer review system has been widely used in the evaluation of humanities and social sciences for a long time.At present,in the process of peer review in colleges and universities,there are many problems restricting the development of humanities and social sciences due to the influence of human factors and system factors.Colleges and universities are not only important bases for the research of humanities and social sciences,but also undertake the tasks of knowledge imparting,talent training and social service.Therefore,it is urgent and of far-reaching significance to optimize the peer review system of humanities and social sciences in colleges and universities.In this paper,the basic theories and methods in management,education,and scientific sociology are comprehensively used,such empirical research methods as questionnaire investigation and interview method are taken;field theory,principal-agent theory and stakeholder theory are taken as the basis.Peer review system in the humanities and social sciences in colleges and universities is interpreted for optimization from the medium level.The following is the main work done.Firstly,it clearly and accurately defines the core concepts of humanities and social sciences,peer review and the peer review system ofhumanities and social sciences,and comprehensively summarizes the relevant research results in this field,laying a research foundation for the study and improvement of the peer review system of humanities and social sciences in colleges and universities.Secondly,it conducts in-depth research and analysis by means of questionnaire survey and interview.The results of the questionnaire were statistically analyzed,and the key words and main points of the questionnaire questions were analyzed by using the word cloud map analysis method.Based on the three-level code of grounded theory,the paper processes the interview data of 11 interviewees in colleges and universities,and summarizes the four main categories of system design,system operation,system guarantee and system culture,and the two core categories of system construction and system culture in this paper.Through this study,we found five prominent problems in the current peer review system of humanities and social sciences in colleges and universities.The evaluation standard is not standard,which is reflected in the inconsistency of the evaluation standard,the carrier of the evaluation standard and the excessive quantification of the evaluation standard.The evaluation method is traditional;The supervisory avoidance mechanism has not been perfected;The evaluation objection mechanism is not perfect.These problems will affect the fairness and scientificity of evaluation procedure and result.Thirdly,it further analyzes the causes of the existing problems and believes that it is difficult to select the real peer experts;Review time is tight and task is heavy;The review process is susceptible to administrative influence;It is easily influenced by human feelings and interests;The pursuit of fame and fortune still lingers on and the original intention of research is ignored;The dispute between schools of thought is beneath the surface of the problem and covers the essence of the dispute.Fourthly,based on the fundamental meaning of the peer review system in the humanities and social sciences in colleges and universities,and advanced experience,this paper proposes six optimization suggestions from the aspects of system construction and system cultureby rational use of field theory,principal-agent theory and stakeholder theory: to refine the academic evaluation criteria to create a fit evaluation model;to strengthen the academic autonomy of scholars and reduce administrative interference;to perfect the system of supervisory avoidance and prevent the conflict of academic interests;to improve the academic self-discipline of scholars and resist the materialism and stick to the original intention;to promote harmony and diversity,and fulfill their academic responsibilities. |
