Humanities&social science is an indispensable part of the science system.Since the beginning of 21st century,the humanities&social science cause has been regarded highly by the Party and central government especially.To build socialism with distinct Chinese characteristics,further prosperity and development of humanities&social science is needed,while the humanities&social science research evaluation system of our country is far from developed.So there is a great need to set up a rational and improved evaluation system for the further prosperity and development of humanities&social science cause of our country.Under above-mentioned background,this dissertation tries to build a systematic theoretical framework for the analysis of the humanities&social science research evaluation system of our country.This theoretical framework includes:the background analysis,the classification analysis,a variety of key elements analysis,information transmission mechanism analysis,the impartial evaluation mechanism analysis,and causal analysis for the flaws of current evaluation system.Based on the results of that analysis,and directed by the Scientific Development Concept and the objective laws of humanities&social science research and its evaluation,a set of quality and benefit oriented consultative indicators for research evaluation has been constructed,as well as the standard procedure of how to build a set of evaluative indicators has been shown.Besides the first part“Introduction”and the last part“Epilogue”,the main body of this dissertation is divided into five parts.The second part is literature review.At present international studies concerning humanities&social science research evaluation mainly focus on 9 areas,such as peer review,quantitative indicators,bibliometrics and citation analysis,eponymy and content analysis,non-academic impact evaluation,research staff evaluation,institution evaluation,interdisciplinary research evaluation,and the impact to research by evaluation;while domestic studies focus on 6 areas,including quantitative evaluation methods and indicators,the criticism and skepticism to quantitative indicators,the evaluation of research production,the evaluation criteria,evaluation procedure and mechanism,the relationship between research evaluation and scientific norms.Based on that review,a comparison study of domestic and international theoretical as well as practical advancement is made,and the future trends of research evaluation are explored.The third part is background analysis for humanities&social science research evaluation in our country.The so-called background includes three aspects:the special characteristics of humanities&social science;the reality situation of our country such as the culture difference and scientific policy;the“big science”trends and organizational system of humanities&social science research.Each specific feature of these three aspects is detailed,and their impact to the evaluation of humanities&social science research by each feature is discussed.The fourth part is the theoretical analysis of humanities&social science research evaluation.A theoretical framework has been set up in four dimensions,namely the classification analysis,a variety of key elements analysis,information transmission mechanism analysis,and the impartial evaluation mechanism analysis.As for the classification analysis,classifications have been posed according to a variety of criteria,such as the subject of evaluation,the object,the period or time of evaluation,the format of evaluation results,and so on.Also,the theoretical significance of classification analysis has been shown.As for the evaluation elements analysis,there are ten basic elements in the research evaluation process:the subject(including the principal,the evaluating role,and the evaluated role),the object,the purpose,the evaluation criteria,the content of evaluation,indicators,methods,procedure,data,and evaluation result.The function of each element,and the relationship of them,is discussed in detail.As for the information transmission mechanism,the asymmetric information hypothesis of information economics has been applied in the analysis,so the delegate roles of peer review and quantitative indicators in the evaluation process are renewedly recognized,as well as the essence of evaluation itself.As for the impartial evaluation mechanism,the Procedure Impartiality principle,the benefit constraint,and the meta evaluation mechanism of evaluation process are analyzed respectly.Through the theoretical framework in the four dimensions,the essence and rules of humanities&social science research evaluation has been reached systematically and in depth.The fifth part is the reality basis of our country for humanities&social science research evaluation.The pitfalls of current research evaluation system has been concluded as four:superficialness of quantitative performance assessment,superficialness of peer review,misusing of core periodical lists and SCI database,materialism orientation and inflation of academic research.Ten internal,external,or subjective factors are due to those pitfalls.Based on that analysis,13 proposals for improvement of the research evaluation system have been put out according to the Scientific Development Concept and the reality of our country.The sixth part is the construction of consultative evaluation indicators for humanities&social science research evaluation.Based on the results of theoretical analysis above,thoughts and principles are set up for the construction of the indicators.Typical indicators,domestic or international,are reviewed;several new quantitative indicators are derived;and the use and feature of those indicators are narrated.Then three typical sets of evaluative indicators are posed respectly for academic awards,researcher merit promotion,and competitive strength evaluation of research institutes based on stringent prerequisite limitation.As the same time,the standard procedure of how to build a set of evaluative indicators has been stressed and demonstrated.
