Judging from the successful experiences of developing vocational education in various countries around the world,the important position and role of vocational education are increasingly prominent,and one of the successful experiences of vocational education in developed countries is the leading role played by vocational education policies.Since the beginning of the 21 st century,the development of vocational education in China has made some progress.The key is that the party and the country have paid more and more attention to vocational education,and the role of policy guidance has become increasingly prominent.Especially in ethnic regions,higher vocational education has become Important support for higher education.Based on the perspective of policy text research,this article analyzes from the perspective of academic research.It is concluded that scholars at home and abroad are inclined to lead the basic path of sustained and healthy development of vocational education through policies,and then better serve the basic structure of regional economic and social development.This article selects a series of party and state policy texts after 2000.Through research,it is concluded that the vocational education policy plays a guiding role in the development of higher vocational education.The vocational education policy has promoted the continuance of higher vocational education in China,especially in ethnic regions,in many ways.The healthy development has cultivated high-quality laborers and practical talents for ethnic regions,highlighted the people-oriented employment-oriented policy,and promoted the special construction of higher vocational education in ethnic regions.Guizhou Province has issued relevant policies by implementing the Party and state’s major vocational education policies,cultivating a large number of highly-skilled specialized talents,changing vocational education schooling ideas,deepening vocational education and teaching reform in ethnic regions,increasing vocational education funding input,and improving vocational education laws in Guizhou Regulations and policy systems,determining the concept of lifelong education for professional development,innovating the external and internal institutional environment for the development of national vocational education,have brought profound changes to the overall development of higher vocational education in Guizhou.The guiding role of higher vocational education policies in ethnic areas should be continuously strengthened by further strengthening the top-level design of the country,improving the management system of vocational education in ethnic areas,and strengthening policy support for higher vocational education.
