Research On The Development Dilemmas Of Social Work Organizations Under Government Purchase Of Public Services From The Perspective Of Resource Dependency Theory

The 19 th National Congress of the Communist Party of China put forward that the main contradiction in China has been transformed into the contradiction between the people’s growing needs for a better life and the unbalanced and inadequate development,which shows that the people are increasingly pursuing the quality of life and service,which puts forward higher requirements for the government to provide public services.The decision of the Central Committee of the Communist Party of China on several major issues of comprehensively deepening reform has emphasized that the main way of government public services supply is to undertake the services of social organizations.As a professional social organization,social work service institutions play an important role in solving community problems and alleviating social conflicts.The good development of social work institutions is an important guarantee for the smooth implementation of government purchase of public services.It is of great significance to understand the development difficulties of social work institutions under the government’s purchase of public services,and to put forward solutions according to the development difficulties,so as to promote the better development of social work institutions.This study focuses on this point.This study takes a social work institution--T institution derived and developed from government purchase of public services as an example.Firstly,this paper introduces the establishment background and development status of the institution;secondly,based on the theory of resource dependence,this paper analyzes the development dilemma of T institution under government purchase of public services and the causes of the dilemmas;finally,this paper puts forward solutions according to the development dilemmas of T institution.The results show that under the condition of government purchasing public services,the development dilemmas of T Institution are as follows: Excessive dependence on government capital resources leads to single and unstable capital source and difficult operation of capital.Excessive dependence on policy resources leads to limited autonomy of T Institution in development.Excessive reliance on management assessment resources,which leads to a blurred boundary between T institution and community operations.Excessive reliance on the purchasing environment,which leads to the marginalization of T institution in the purchasing environment.From the perspective of resource dependence theory,the causes of the development dilemmas of T institution are as follows: The government dominates the funds,policies,management and assessment of these key resources,and determines the management and supply of resources.The environment for the government to purchase public services needs to be improved.The financing capacity of T institution needs to be improved.The professional ability of T institution needs to be improved.Finally,under the guidance of the theory of resource dependence,the paper puts forward countermeasures: on the one hand,the government should provide more perfect resources and environment,mainly improving the way of capital resource audit,providing stable policy resources,providing scientific management and assessment resources,creating a more fair purchasing service environment,and improving the development environment of social work institutions;on the other hand,T institution should improve own capabilities,It is mainly to improve the multi financing capacity,adapt to the change of government purchase policy,clarify the business boundary with the community,and strengthen the professional capacity building of the institution itself.
