Research On The Survival And Development Of Private Social Work Institutions Under The Theory Of Financial Dilemma

With the innovation of the concept of social governance in China,the separation of government and society is gradually realized.The government gradually transfers some functions to social forces by purchasing services.In this trend,private social work institutions ushered in more development opportunities.Private social work institutions through the absorption of professional personnel,comprehensive use of their own ability to regulate social resources,professional services for social groups.Although social work institutions play a vital role in the profession and industry,they still face severe challenges of survival and development.From the perspective of financial distress theory,the survival and development of private social work institutions are mainly faced with the following three problems: First,the high dependence of private social work institutions on government purchase of service funds greatly limits the living and development space of institutions;Secondly,the weak ability of institutions to raise funds from the outside world and the limited source of funds for survival and development;Finally,the private social work institutions do not have a standardized and systematic financial management system in terms of internal management and control,and can not effectively manage the institutional funds scientifically and affect the development of the organization.Through further analysis,the causes of the problems are classified into two categories: External factors can be subdivided into low social identity of social workers,single types of government purchase services,and the lack of comprehensive quality of managers;In the internal aspect of the organization,the talent team of the private social work organization is not professional enough,the standard financial management mechanism has not been established,and the comprehensive quality of the manager is generally insufficient.Based on theoretical system of social work,relating researches on the financial management of non-profit organizations and private non-enterprise units,and on the theories of financial distress and resource dependence,the following strategies can be adopted:First,to undertake more high-quality government purchase service projects and scientifically control the cost of the projects,so as to obtain more operating funds for the institutions through the bidding process of standardized projects and the establishment of open information platforms in cooperation with the government and industry;The second is to improve the self-hematopoiesis ability and expand the resource channel of the private social work organization by improving the social cognition and credibility of the social work organization,shaping the characteristic service brand,promoting the transformation of the social work organization to the social enterprise and obtaining the investment income through the public welfare venture capital.Third,starting from the internal management of social work institutions,we should strengthen the internal control of institutions,especially to standardize financial management and consolidate the internal system foundation for the development of institutions.
