At present,China’s political soft power is continuously strengthened,the relationship between government and society is being adjusted at an accelerated pace,and the role of scientific and technological social organizations in the governance of intelligent society is increasingly evident.Scientific and technological social organizations with both social functions and innovative functions should assume their social responsibilities in dealing with the complex interwoven political,social and scientific issues in social governance.Therefore,scientific and technological social organizations should seek better independent development and promote their own independent growth.Human resource is the first resource in the development of organizations.The “autonomy” mentioned in this paper refers to that the research object of this paper can act according to its own will,which emphasizes the concept of the initiative of the research object at the micro level.The enhancement of autonomy is not only the requirement of scientific and technological social organizations seeking for organizational development,but also the goal of organizational development.Talent acquisition is the first step to cultivate the talent team of scientific and technological social organizations and the key step to realize their independent development.In the important period of strategic opportunity for the development of China’s talent cause,scientific and technological social organizations should combine their own talent acquisition needs,ensure talent resources,improve talent efficiency,so as to better adapt to the trend of China’s social organization growth.On the basis of field interviews,this paper systematically analyzes the external talent governance environment and the current situation of internal talent acquisition in scientific and technological social organizations.In terms of theoretical research,from the perspectives of governance theory,public economy theory,non-profit organizationmanagement theory and self-organization theory,this paper proposes through literature analysis that talent acquisition is the path for the autonomous growth of scientific and technological social organizations.In the aspect of empirical research,taking Nanning city as an example,this paper proposes countermeasures and Suggestions on the challenges of talent acquisition of scientific and technological social organizations in Nanning city through experience reference and field research.Considering the problem of talent acquisition in scientific and technological social organizations,the author gives Suggestions from four aspects based on literature and empirical observation.Second,when reviewing the needs of talents,we should strengthen the consideration of organizational strategy and functional scope,and promote the work of talent structure management.Third,in self-organization capacity building,improve the level of institutional governance and help build social consensus through institutional competitiveness;Fourth,build a talent exchange platform,co-exist with other social governance bodies for mutual benefit,and expand the scale of talent reserve in the era of intelligence. |
