As the further process of all-wide reform and opening up,the economic and social development of Hainan has steadily entered a new era with the Free Trade Port.With the important element of Hainan’s economic and social development,Hainan launched the policy document of "One Million Talents into Hainan Action Plan(2018-2025)" at the initial stage of the construction of the free Trade Zone(Port),which immediately started the implementation of the policy of talent introduction in Hainan.This paper is parted with six chapters.The first is an introduction chapter,which states the research views of the policy implementation of talent introduction all over the word,explains my methods based on literature research and case study,trying to provide new ideas and Suggestions to solve the problem of policy implementation of talent introduction.The second part is focus on the definition of the three subjects and the research theories.My mind is referring to the theory of Smith’s policy implementation model and talent flow push-pull theory.The third chapter explains the current situation of policy implementation of talent introduction in Hainan.More than two years,the number of talent introduction of Hainan province overall steady growth increment,the party and talent introduction had the new change,strengthen the management of party for talent work.The fourth chapter analyzes the exist problems of Hainan talent introduction policy implementation process,such as the amount of talent introduction,the horizontal comparative disadvantage,high-level talents distribution,actuator power and responsibility is not clear,handle affairs personnel business quality is not neat and introduction of talents and the contradiction of local talent,then the analysis points out the reasons of Hainan talent introduction policy implementation,including simplification of policy implementation subjects,weakening of market role,overlapping of institutional functions,insufficient motivation of policy implementation practitioners,differential treatment between introduced talents and existing talents,and deficiency of software and hardware environment of introduced talents.The fifth chapter,in the form of case analysis,selects domestic and foreign cases of free trade port or border or island type economic development,summarizes the experience and seeks inspiration.The sixth chapter,which is based on the above chapter is this article key research contents,put forward the adjust to the idea of Hainan talent introduction policy implementation,mainly has outstanding market elements,pay attention to post match,construct social consensus,and cultivate a lifelong learning and the new concept,competition on the basis of this new way of thinking,put forward the policy implementation must be diversified,construction talent market system,docking industry demand establish talent demand list,innovation of talent incentive scheme,form the four broad categories of talents introduction of whole life cycle management measures.
