The Policy Research On The Personnel Structure Of Fuzhou Free Trade Zone

In December 12 of 2014,the State Council decided to set up The China(Fujian)free trade test area.As the part of the free trade zone,Fuzhou area that located in the capital city of Fujian Province,plays an important role in the development of free trade zone.Along with the improving of the construction of the free trade zone,the industrial structure is bound to adjust and change.There is a mutual influence,mutual dependence between the industrial structure and the personnel demand,the change of industrial structure will inevitably put forward the new demands for the talents,then to promote the adjustment of the personnel structure.Therefore how to optimize the allocation of talent personnel policy,adjust the personnel structure to promote the development of Fuzhou FTA has a very important practical significance.From the industrial structure starting the talent structural policies of Fuzhou FTA for studying to match the problem of Fuzhou FTA industrial structure and personnel structure of the center,to understand the interaction between the industrial structure and personnel demand structure,industrial structure decides talent demand structure,personnel structure reflects the needs of the industrial structure,personnel structure of demand continues to be met in turn will promote the adjustment of personnel structure,discussed the impact of the FTA industrial transformation and upgrading of personnel structure,personnel structure will be clear as to the industrial structure of "three-two-one " development.Next to the industrial structure of Fuzhou FTA and personnel structure were analyzed,the use of data collected for matching industrial structure and personnel structure of the FTA were analyzed and found that the existing industrial structure and personnel structure of the FTA fit is not high,and domestic and foreign trade zone to facilitate the matching of talent structure and industrial structure have issued a series of personnel structure policy.Therefore,in order to promote structural adjustment talent Fuzhou FTA,the article finally puts forward policy recommendations in six areas,give full play to the guiding role of government policy.
