In recent years,the government’s policy of purchasing migrant children’s degree has gradually become one of the main policy paths for many cities in China to solve the problem of migrant children’s admission to school.This study refers to the government’s purchase of degree policy of children with migration.The main purchase subject refers to the inflow government,the main undertaking body refers to the private schools in line with the conditions,and the purchase content refers to the enrollment location of children with migration in the compulsory education stage.As the government’s policy of purchasing degree has not been implemented nationwide,it is still in its infancy,and further discussions on the implementation details of the policy are needed.This article selects one of each of the megacity benemoth,megalopolis,metropolis in the Pearl River Delta region as case cities,namely Shenzhen,Dongguan,and Zhongshan,and and analyzes the practice of the degree policy of the migrate children in three cities in detail to solve the problems and difficulties in the implementation of the policy,so as to provide reference for other cities that will implement the policy.This article starts from the club theory and explores the product nature of children’s compulsory education.It is concluded that children’s compulsory education is a national cross-region quasi-public product,and the central and local governments should jointly bear the responsibility for service provision.From the perspective of central governance theory,it is believed that governments,markets,and social organizations can all become the subjects of public governance in education.This has laid a solid foundation for subsequent research,and also provided a theoretical basis for the government’s policy of purchasing degree from private schools.Secondly,this article analyzes the necessity and feasibility of the Pearl River Delta government’s policy of purchasing children’s degree from multiple aspects,and considers that the government’s purchase of children’s degree is a regressive and flexible solution under realistic conditions.Thirdly,this article explains the reasons for choosing cities such as Shenzhen,Dongguan,and Zhongshan as case cities,and analyzes the evolution,practice,and effectiveness of each city government’s purchase of children’s degree policy,and compares the similarities and differences in the implementation of the three cities’ policies,also find common problems and reveal causes.Based on the above analysis,the author proposes that the policy of enrolling children based on residence permits should be accurately implemented,speed up the construction of“urban integration”of education,standardize and support the orderly development of private schools,and improve the laws and regulations of the government’s degree purchase policy,clarify the specific elements of the government’s degree purchase,and reasonably divide the proportion of the funds required for the degree purchase among governments at all levels,to improve the quality level of the degree purchased by the government.
