With the urbanization developing of China, more and more farmers left the arable land to the cities, the migration patterns of floating farmers changed from the single to the family, at the same time, the problem of their children’s education had been revealed. Along with the mobile population increased quickly, the problem of post-compulsory education of migrant workers’children education had gradually aroused extensive concern in the community. In recent years, our country reform the policy of compulsory education step by step, Since 《The new Compulsory Education Law of the People’s Republic of China)》 which implemented on September1,2006determine the right to compulsory education of migrant children in the form of law, compulsory education for Children of migrant workers in most cities have been relieved at a large extent. But for the problem of post-compulsory education of migrant children, our country is still has no clear laws to regulate, and it will become an urgent problem. The education problem of their children cares about education standard and cultural quality of migrant workers’families, it cares about realization of rules about social fairness and of law, it also relates to the overall development trend of China’s labor resources and the level of the building of a harmonious society. Education finance is related with the education admission; sometimes it also determines and restricts the education admission. Therefore, this article starts from the financial perspective of education as an entry point to research the post-compulsory education of migrant workers’children education. This article from the introduction, body and conclusion of three parts, the first chapter introduction of the general account of the background and significance of topics, research status, research methods and the definition of the concept of the post-compulsory education for migrant children. The text consists of four parts:the second chapter elaborates the problem exists in the post-compulsory education of migrant children through the aspects of responsibility of government, education needs, education resource of schools, the family of floating population and the funding system of post-compulsory education. The third chapter analyzes the main reason for the problem of the post-compulsory education of migrant children:subject to the constraints of the educational finance system, the shortage of funding for education and the coordination problem exists between the government sector and business sector. The forth chapter compares the stage of post-compulsory education with compulsory education through the view of financial policy of education, then finds out the reason why the effective of post-compulsory will be.affected and restricted in the policy. According to the problems and the potential reasons which pointed out in the article, the fifth chapter puts forward five measures:1、 Make clear the property of post-compulsory education and the obligation of all levels of government;2、 Improve and perfect the financial system of post-compulsory education of migrant children, establish the graded-sharing system of all levels of government for the funding of post-compulsory education;3、 Build the protection mechanism for the financing, reconstruct the pattern of education funding source;4, Improve the subsidy system of post-compulsory education of migrant children.
